Pre-予算: Darling U-turn on 商売／仕事 税金

Struggling small 会社／堅いs will be 手渡すd a lifeline from Alistair Darling today as he axes a 議論の的になる £500m 税金 引き上げ（る） and 公約するs to spend Britain into 回復.

The （ドイツなどの）首相／（大学の）学長 will 屈服する to 圧力 to call off a 1p rise in 会社／団体 税金 予定 to 攻撃する，衝突する 800,000 small 商売／仕事s next year.

It is a victory for the Daily Mail's 'Fair 取引，協定 for Small 会社／堅いs' （選挙などの）運動をする which called for the 提案するd 税金 引き上げ（る） to be scrapped. It is also a 返答 to a Tory 誓約（する） to 削減（する） the small companies' 会社／団体 税金 率 from 21p to 20p.

The move will form the centrepiece of a Pre-予算 報告（する）／憶測 that puts Britain's 負債 危機 at the heart of the 来たるべき 選挙運動. The most political 経済的な 声明 for years will 捜し出す to shore up 労働's 核心 投票（する） and create dividing lines with the 保守的なs.

Other 対策 in today's make-or-break 一括 for 労働 are 推定する／予想するd to 含む:

? A one-year 税金 （警察の）手入れ，急襲 on 銀行業者s' 特別手当s;

? More 税金 引き上げ（る）s hitting 最高の，を越す and middle-income earners, with 恐れるs of その上の 国家の 保険 rises or 凍結するs to 所得税 allowances;

? 付加価値税 going 支援する up from 15% to 17.5% in January;

? A 誓約（する） to 保護する schools, hospitals and police when the spending axe starts to 落ちる in 2011;

? 提案s to 'rebalance' Britain's economy to make it いっそう少なく 扶養家族 on the City.

The （ドイツなどの）首相／（大学の）学長 will tell MPs he has decided to defer an 増加する in 会社／団体 税金 for smaller companies to support their growth and 投資 早期に in the 回復. 行う／開催する／段階d 増加するs in the 税金, which is 告発（する），告訴（する）／料金d on 利益（をあげる）s up to £300,000 a year, were 発表するd by Gordon Brown in his last 予算 as （ドイツなどの）首相／（大学の）学長.

But Mr Darling has decided to leave the 2010 率 - which had been 予定 to go up from 21p to 22p - 不変の for 800,000 smaller companies.

The move will cost th e 財務省 around £500million and save 会社／堅いs a 最大限 of £3,000 a year. A 上級の 政府 source said: 'A 失敗 to support small 商売／仕事s in the 早期に 90s 原因（となる）d 継続している 損失 to the economy. Mr Darling will also 発表する a new 'growth 資本／首都 基金' to 申し込む／申し出 lending to credit-餓死するd small and medium-sized 会社／堅いs, 支援するd by £50million of 政府 基金ing and with City support.

The part-nationalised Lloyds and RBS will commit up to £100m each, with international banks under 圧力 to follow 控訴.

In another move, the 企業 財政／金融 保証（人） - 目的（とする）d at helping small 商売／仕事s with turnover of いっそう少なく than £25m a year get 接近 to money - will be 延長するd for 12 months.

Under the 計画／陰謀, the 政府 保証（人）s 75% of the 貸付金 and the other 25% is 保証（人）d by one of 35 参加するing banks. It had been 予定 to end in March, but 商売／仕事 ロビー groups have been （選挙などの）運動をするing for an 拡張.

Since its 開始する，打ち上げる in January, around 6,850 商売／仕事s have been 申し込む／申し出d nearly £700m in 貸付金s.

Small 商売／仕事 organisations welcomed the （ドイツなどの）首相／（大学の）学長's 決定／判定勝ち（する） to put off the 会社／団体 税金 rise. Stephen Alamabritis, of the 連合 of Small 商売／仕事s, said: 'It sends a strong message of support to the small 商売／仕事 community.' When Britain comes out of 後退，不況, about 60 per cent of the new 職業s will be createdby small 商売／仕事 owners, he said.

Mr Darling will go ahead with 提案s for a '最高の-税金' on 銀行業者s' 特別手当s にもかかわらず 緊張s within the 政府 and 脅しs of an exodus from the City. The 税金, 推定する／予想するd to be 告発（する），告訴（する）／料金d at 60 per cent or above, will be 徴収するd either on banks before they make 特別手当 支払い（額）s or on individuals.

A paper to be published tomorrow will call for an international 協定 on a new 税金 to 避ける a repeat of last year's international banking 危機.
