予算 2010: 怒り/怒る at £500 付加価値税 U-turn

But the (ドイツなどの)首相/(大学の)学長 said the 危機 in the public 財政/金融s left behind by 労働 was so 厳しい the move was now '避けられない'.

The 付加価値税 rise will come into 軍隊 on January 4 next year, giving some time for retailers to 準備する and leaving the 決定的な Christmas 貿易(する)ing period 影響を受けない. The 延期する is also designed to engineer a spending splurge before January to 上げる the economy through the next six months.

The 付加価値税 rise is easily the largest 歳入 発生させる人(物) in the 予算, far outweighing sums raised through a supertax on banks and 住宅 利益 削減(する)s. It will rake in £13.4bn a year by 2014.

'That is £13bn we don't have to find from extra spending 削減(する)s or 所得税 rises,' Mr Osborne told MPs. 'The years of 負債 and spending make this 避けられない.'

The 17.5% 率 of 付加価値税 has been in place since 1991, except for a 13-month 一時的な 削減 to 15% introduced by Alistair Darling as the last 政府 sought to 取り組む the 後退,不況. It 適用するs to all 購入(する)s except 確かな 免除されたd goods such as basic foodstuffs, children's 着せる/賦与するing, 調書をとる/予約するs and newspapers.

It will 押し進める up the 普通の/平均(する) price of 石油 from £1.18 a litre to £1.21, 追加するing £1.50 to the cost of filling up the 普通の/平均(する) family car. For the first time, the 普通の/平均(する) pint of beer will rise above £3 and the 付加価値税 rise will 追加する £13 to the cost of an iPhone, whic h 現在/一般に costs up to £630.

And the 減ずるd 付加価値税 率 of 5%, for items 含むing 国内の 燃料 and 力/強力にする, will stay the same this year.

The 財務省 said the 付加価値税 rise brought Britain into line with 普通の/平均(する) 率s across the EU. 以前, Britain's was the third lowest 率, but next year it will be the 共同の 12th highest out of the 27 members.

KPMG, the accountancy 会社/堅い, 警告するd many retailers 'teetering on the 辛勝する/優位' in the wake of the 後退,不況 could be '押し進めるd over the 辛勝する/優位' by the 付加価値税 rise. And the British 小売 国際借款団/連合 said it would 持つ/拘留する 支援する the 回復 and 影響する/感情 職業s.

Director general Stephen Robertson said: 'It'll 攻撃する,衝突する 職業s, 消費者 spending, the pace of 回復 and 追加する to インフレーション but we 受託する the 政府 has no 平易な 選択s.' 事実上の/代理 労働 leader Harriet Harman said it was not true that the better-off would 支払う/賃金 the most under the 政府's 計画(する)s.

Lib Dem 長,指導者 長官 to the 財務省 Danny Alexander said without the 付加価値税 rise, even deeper 削減(する)s would have had to be made to 政府 spending.

But the party's 副 leader Simon Hughes said: 'Let's be 絶対 straightforward about 付加価値税, no party was out there (選挙などの)運動をするing for it. It was a いっそう少なく-preferred 選択. But the items that 事柄 most to the 普通の/平均(する) 世帯 are 免除された.'
