How your money is spent by the 明言する/公表する
?
Spending will be 削減(する) but the public 部門 will remain too big and 高くつく/犠牲の大きい, 令状s Edward Heathcoat Amory...
によれば Greek mythology, the Hydra was a nine-長,率いるd monster and if you 削減(する) off one 長,率いる, two more grew 支援する. Today, the British 明言する/公表する 似ているs that Hydra, a many-長,率いるd beast that is 事実上 impossible to 支配(する)/統制する.
The public 部門 now spends more than 48% of our 国家の wealth every year (an astonishing 10% more than in 1998), and it 雇うs six million Britons (one million more than in 1997).
This afternoon, the 保守的な (ドイツなどの)首相/(大学の)学長, George Osborne, will rise to his feet in the ありふれたs to 発表する a 一括 of 削減(する)s. Some critics (人命などを)奪う,主張する that he is cutting too 急速な/放蕩な; that 計画(する)s for some departmental 予算s to be 減ずるd by 25% or more are impossibly 堅い.
Others argue that he is 存在 too lenient; and point out that 全体にわたる spending on the 明言する/公表する will 現実に rise after a period of hardship to £692.7bn by 2015.
So who is 権利? 井戸/弁護士席, there will certainly be 深い 削減(する)s.
Spending in four years' time will be £100bn a year いっそう少なく than under the 計画(する)s that 労働 had 始める,決める out before the credit crunch, and £40bn lower than if Alistair Darling had won the 選挙 and introduced his own 緊縮 一括.
But seen in the 状況 of the 大規模な growth in the size of the 明言する/公表する under 労働, the 削減s will not be as 重要な as many believe.
?? Chart of the day: The rise in British 明言する/公表する spending
Just look at the graphic, on the 権利, to see how 福利事業 costs dwarf all other public spending かかわり合いs after Gordon Brown oversaw a 45% growth in ben
efits handouts. Once you take out the adminis
The biggest 部分 of this is soaked up by 年金s, but 広大な 量s are 施し物d out every year on incapacity, disability and 住宅 利益s. Health spending has more than 二塁打d to £115bn since 労働 (機の)カム to 力/強力にする.
So too has the cost of 会合 the cost of educating our children. Reining in this 抱擁する 殺到する in 去っていく/社交的なs will be very difficult, but 大臣s have one advantage.
As spending rose, public 部門 生産性 拒絶する/低下するd; much of the money was wasted. And in the 厳しい new reality after the 財政上の 炉心溶融, 抱擁する 不均衡s in how taxpayers' money is spent are glaring.
Again you only have to look at the spending 地図/計画する to see them: more 基金ing for 住宅 利益 than the army; three times as much spent on 負債 利益/興味 as on child 利益.
If the 削減(する)s are 適用するd intelligently, it should be possible to make 劇の 削減s in spending without decimating 前線 line services. Unfortunately, there will be painful 決定/判定勝ち(する)s too, 大部分は because of the costs of controlling and 支払う/賃金ing for the 抱擁する 負債 that Mr Brown bequeathed to the 連合.
First, there's the 負債 itself, 現在/一般に £1 一兆, on which we will have to 支払う/賃金 利益/興味 of more than £40bn this 財政上の year alone, as compared with £30bn in 2009/10.
Second, there's the gap between spending and 税金 歳入, which will take the 連合 time to の近くに, and me ans that the 負債 will rise by another £150bn or so this year.
Finally, 雇うing another million public 部門 労働者s has massively 増加するd our 支払う/賃金 and 年金 義務s. The public 部門 行う 法案 is now £200bn a year.
一方/合間, the total 未来 義務/負債 for public 部門 年金s has risen from £360bn in 1997 to £1 一兆 today. Other areas, however, which are 平等に 熟した for 削減s, may be 保護するd for political 推論する/理由s.
上級の 連合 政治家,政治屋s have 設立する it uncomfortable defending their 決定/判定勝ち(する) to (犯罪の)一味-盗品故買者 over £7bn a year spending on foreign 援助(する), much of which is wasted.
So today as the (ドイツなどの)首相/(大学の)学長 rises to his feet, we can 推定する/予想する him to 切り開く/タクシー/不正アクセス at the Hydra, but not to 敗北・負かす it. Some 長,率いるs will be lopped off, others will grow 支援する.
It will be perhaps the boldest 選び出す/独身 試みる/企てる at 限界ing the 明言する/公表する in our history, but it will still leave Britain with a 抱擁する, profligate and wasteful public 部門.
