Sen. Joe Manchin returned to Washington this week sounding every bit as skeptical about 大統領 Joe Biden's Build 支援する Better 計画（する） ? 説 there were no 会談 進行中で with the White House, while also ダンピング on any change to 上院 支配するs without 共和国の／共和党の buy-in.

'There is no 交渉s going on at this time, okay?' the West Virginia 民主党員 told reporters when asked about Biden's $1.8 一兆 計画（する）.?
