'My fury at 存在 軍隊d to get Byers off the hook'

by MICHAEL CLARKE, Daily Mail

The 上級の civil servant in Stephen Byers's department 問題/発行するd an 前例のない public 抗議する last night at 存在 軍隊d to make a 声明 which saved the 輸送(する) 長官's 職業.

Sir Richard Mottram said the move - engineered in the wake of the Jo Moore 列/漕ぐ/騒動 - was 憲法違反の and 土台を崩すd the independence of the Civil Service.

His outspoken attack on the 無名の 政府 人物/姿/数字s who 圧力d him into the 声明 示すs a new low in the 関係 between New 労働 and the Civil Service.

Sir Richard, 永久の 長官 at the 輸送(する) Department, 問題/発行するd a 詳細(に述べる)d 声明 last month about the 辞職 of Mr Byers's 圧力(をかける) 長,指導者, ツバメ Sixsmith, after the former BBC 新聞記者/雑誌記者 (刑事)被告 Mr Byers of lying about his 役割 in the 事件/事情/状勢.

Mr Sixsmith was 解雇する/砲火/射撃d after 存在 (刑事)被告 of 漏れるing stories against 行方不明になる Moore, the spin doctor who tried to 'bury' bad news on September 11. He then gave his account of the 列/漕ぐ/騒動 in a Sunday paper.

That led to Sir Richard 問題/発行するing a 声明 the next day - the first time a civil servant has been 軍隊d to 率直に support a 大臣 in a political 列/漕ぐ/騒動.

Sir Richard's 詳細(に述べる)d account of 交渉s with Mr Sixsmith over his 論争d 辞職 was 特記する/引用するd by 負かす/撃墜するing Street to 否定する (人命などを)奪う,主張するs that Mr Byers had lied.

But Sir Richard yesterday made (疑いを)晴らす he had been very unwilling to 問題/発行する the 声明. 'I thought it was an 極端に bad idea,' he told a 委員会 of MPs.

'I was very 気が進まない. For 憲法の 推論する/理由s I think it's very 不適切な for 永久の 長官s to make 声明s.

'I don't think it's appropriate in general 条件 to be making personal 声明s - where's the accountability for this?'

Sir Richard 繰り返して 辞退するd to say who 軍隊d him into making the 声明. 'I was chatting to people in the way one does,' he told the ありふれたs Public 行政 Comm ittee.

He said that a 見解(をとる) 'was communicated' to him that Mr Sixsmith's 発覚s about his 解雇(する)ing in a Sunday newspaper - 含むing 詳細(に述べる)d accounts of conversations with Sir Richard - were not 正確な and were 'difficult for everyone 関心d, 含むing me'.

He 示すd 無名の 人物/姿/数字s had told him that if he had not been 'so willing to 雑談(する) away to Mr Sixsmith the 政府 might not have 設立する itself in this position'.

Westminster insiders すぐに 指名するd Tony Blair's 圧力(をかける) 長,指導者 Alastair Campbell as the most likely 嫌疑者,容疑者/疑う behind the 声明.

Sir Richard told 新聞記者/雑誌記者s Mr Campbell had not 直接/まっすぐに asked him to go public over the 列/漕ぐ/騒動. That leaves Mr Byers or 閣僚 長官 Sir Richard Wilson - Sir Richard's boss - as prime 嫌疑者,容疑者/疑うs.

Sir Richard told the MPs he had 草案d the 声明 himself and had not altered it 'to fit anybody else's 見解(をとる) of events'.

Such outspoken comments from a Whitehall 蜜柑 解除するd the lid on the 炎ing 列/漕ぐ/騒動 between civil servants and New 労働.

Mr Byers and 負かす/撃墜するing Street have (刑事)被告 公式の/役人s at the 輸送(する) Department of trying to 'destroy' the 国務長官 and 行方不明になる Moore through 漏れるs to the マスコミ.

It 現れるd last night that two 圧力(をかける) officers have moved from there to other departments in the wake of the 列/漕ぐ/騒動. A 広報担当者 said the 移転 was at their own request and they are not 直面するing disciplinary 活動/戦闘.

Mr Sixsmith's 副, Ian Jones, has been 一時停止するd on 十分な 支払う/賃金 after a 漏れる 調査.

The 永久の 長官 明らかにする/漏らすd he was still in 交渉s with Mr Sixsmith about his 賄賂.

He said he was 関心d about New 労働's 圧力 on 恐らく impartial civil servants to churn out political 宣伝.

He told how a 代表 of 圧力(をかける) officers had visited him to 抗議する at 存在 asked by 行方不明になる Moore to smear Ken Livingstone's 輸送(する) 長,指導者, (頭が)ひょいと動く Kiley. Sir Richard said they had been 権利 to 辞退する, but he 恐れるd other 公式の/役人s were 存在 軍隊d to abandon their 公平さ.

He 認める he failed to 直面する Mr Byers about 行方不明になる Moore's behaviour because he 'did not wish to spoil the 関係' with the 輸送(する) 長官.

And he attacked 大臣s for their 敵意 to the Civil Service, 説 they failed to understand it was like a 'rather stupid dog' which 手配中の,お尋ね者 its master - the 政府 - to do 井戸/弁護士席.
