Gordon Brown's 支配（する）／統制する freak enforcer and his 'cappuccino and soup' 指示／教授／教育 手動式の for civil servants

Gordon Brown's new 閣僚 enforcer has 問題／発行するd an astonishing 11-page 文書 to civil servants （一定の）期間ing out 正確に／まさに how they should 扱う／治療する him.

In a 一連の 詳細（に述べる）d 指示／教授／教育s that would embarrass the most 需要・要求するing showbiz diva, 閣僚 Office 大臣 Liam Byrne tells 公式の／役人s 正確に what types of coffee he likes, and just when the drink should be served; 正確に／まさに how his office should be laid out, with papers arranged just so; and how his diary must be （疑いを）晴らすd by Thursday evening so he can return to his 選挙区／有権者 home for the 週末.

The 文書, modestly する権利を与えるd Working With Liam Byrne, reads like a script from the BBC’s political sitcom The 厚い Of It about the farcical 支配（する）／統制する-freakery of New 労働 in 力／強力にする.

需要・要求するing: 閣僚 Office 大臣 Liam Byrne is particular about what he drinks, and when

Mr Byrne’s 名簿（に載せる）／表（にあげる） of do’s and don’ts 宣言するs: ‘Coffee/Lunch. I’m （麻薬）常用者d to coffee. I like a cappuccino when I come in, an espresso at 3pm and soup at 12.30-1pm.

‘The room should be （疑いを）晴らすd before I arrive in the morning. I like the papers 始める，決める out in the office before I get in. The white boards should be （疑いを）晴らすd.’

‘If I see things tha t are not of 許容できる 質, I will 非難する you.’

On 要点説明s for questions, he orders 公式の／役人s to tell him ‘not what you think I should know but you 推定する／予想する I will get asked’.

Mr Byrne, 38, even dictates what font size 要点説明 公式文書，認めるs should be in (a rather large 16 point), and 主張するs that they should （問題を）取り上げる no more than one sheet of paper.

He also 警告するs staff: ‘Never put anything to me unless you understand it and can explain it to me in 60 seconds,’ and he goes on: ‘I am often not very （疑いを）晴らす or my 令状ing is illegible. If I’m in the middle of thinking about something, I might ask you to come 支援する ? don’t be put off by this.’

Byrne, who was last month 促進するd to the 閣僚, where he is 責任がある co-ordinating 政府 departments, has a 近づく obsession with manipulating the マスコミ.

He tells his 公式の／役人s: ‘We need to produce a grid . . . 輪郭（を描く）ing [the] story of the week. Once something has been slotted into a grid, my 期待 is it will be 配達するd. Moving something from a grid slot is a very, very big 取引，協定.’

重要な messages must be 始める，決める out in ‘big speeches’ and repeated at ‘every, repeat every, 適切な時期’.

He says he has an ‘open door’ 政策 ? but it is hard to know when civil servants could see him. ‘It’s your 職業 to keep me to time. It’s rude for me to draw 会合s to a の近くに. I like 10 minute then 5 minute 警告s. You need to know what I’m doing next.’

The 手動式の is so 十分な of New 労働-speak that parts are 理解できない. ‘Money is the root of all 進歩. 財政／金融 are [sic] a 決定的な part of the initiation conversations.’

Mr Byrne is particular about his work-life balance. ‘I have a young family and a 選挙区／有権者 that I am 熱烈な about.’

大きくする ?

For that 推論する／理由, he says, he does not take 大臣の red boxes home ? and 推定する／予想するs to be at his Midlands home by Thursday night.

He 述べるs his week as: ‘Mondays, arrive London around 3-4ish, 8pm dinner with 同僚s. I tend to try and finish up Thursday night.’ Speeches are a ‘抱擁する 重荷（を負わせる）, so we don’t do lots’.

‘Given the 限られた／立憲的な time I’m in the office, there is a 抱擁する 賞与金 on managing the workflow. Sunday is a sacrosanct family day.’

接触するing him out of hours is not 平易な. ‘BlackBerry best. Fax to 選挙区／有権者 office/home if not 緊急の. Never rely on me looking at text/email.’

He must not be pestered with endless requests to make speeches or …に出席する 会議／協議会s. ‘I prefer to get out there on my own 条件 rather than 答える／応じる to 招待するs,’ he says haughtily.

His ‘支配するs for 引用するs’ 需要・要求する a soundbite for every occasion. ‘The 正確な words you use are 決定的な. 公式の／役人s use language that is more appropriate for a dinner party than a newspaper. 挿入する at least one element from the 重要な message sheet.

‘If you wouldn’t use the words to a friend over coffee or in the pub, then DON’T USE THEM.’

He 追加するs: ‘除去する 絶対, 前向きに／確かに all extraneous words,’ which seems to 否定する itself.

However, he does show some 利益／興味 in 持続するing the 意気込み／士気 of his staff. He 明言する／公表するs: ‘Team things. Let’s tr y and get dinner and drinks in asap.’

Tory MP Philip Davies said: ‘This is not a 要点説明 公式文書，認める for civil servants ? it’s a 要点説明 公式文書，認める for slaves. Making sure the 大臣 gets his cappuccino on time and his soup 麻薬を吸うing hot is 明らかに more important than how the country is 存在 run.’

Last night, a 広報担当者 for Mr Byrne said the 手動式の was written in 2006 when he was a Home Office 大臣.

‘He is a 高度に efficient 大臣 but has become more 柔軟な since then. Some days, he has his soup at 1.30pm.’
