No one could 告発する/非難する the 政府 or the Bank of England of sitting on their 手渡すs while house prices 衝突,墜落 and repossessions lead to families 存在 thrown out of their homes.

Far from 緩和 the 即座の problems in the 住宅 market (with prices 現在/一般に 負かす/撃墜する 15 per cent year-on-year and 予測(する) to 減少(する) by the same 量 again), the 計画/陰謀 to help 妨げる more repossessions could 現実に 複雑にする the 回復.
Also, the 貸付金 保証(人) could lead to overseas banks and 会社/団体s becoming far more 用心深い about putting 基金s into the British banking system if they believe Brown has 'rigged' the 住宅 market.
At the same time, the 可能性のある 義務/負債s to the taxpayer could reach £1billion, which would より悪くする the country's already over-stretched public 財政/金融s.
The best that can be said about the 政府's home 貸付金 保証(人) 計画/陰謀 is that it gives breathing space to struggling homeowners as they wait for the broader economy to 回復する.
The safety 逮捕する means that 利益/興味 支払い(額)s can be deferred. But this money will continue to 追加する to the high street banks' already 抱擁する mortgage 負債 - with taxpayers 結局 地盤 the 法案 if people are still out of work and cannot 会合,会う the cost at the end of their mortgage 利益/興味 holiday.
Moreover, those who manage to 生き残る the two years' grace will still have to p
ay 支援する thousands of 続けざまに猛撃するs of 行方不明になるd 支払い(額)s - and, for some, this will mean having to 増加する their mortgages or 延長する the period of their 貸付金.

High street banks like HSBC will be saddled with 付加 mortgage 負債
By then, 利益/興味 率s may have started to rise to を取り引きする inflationary 圧力s 原因(となる)d by the extra money pumped into the system.
As for the banks, they will still be saddled with thousands of 有毒な mortgages. This could 妨げる them from lending to 商売/仕事s and therefore 行為/法令/行動する as a deterrent to 回復するing 経済的な 信用/信任.
Most worryingly, however, the 計画(する) could 妨げる a necessary 是正 to the 住宅 market which remains 手足を不自由にする/(物事を)損なうd に引き続いて a period in which many borrowed unrealistic sums - いつかs 多重のs of five, six and seven times their income - and valuations had become grossly inflated.
Indeed, the severest 批評 of the Homeowner Mortgage Support 計画/陰謀 is that it will 傷つける first-time 買い手s who are the biggest 犠牲者s of the crunch.
Their best chance of getting 支援する on the 住宅 ladder would be for a short and sharp 是正 in 所有物/資産/財産 prices.
It is a big mistake for the 政府 to believe it can 直す/買収する,八百長をする the broken 財政上の market. Yes, it can 適用する sticking plasters which help in the short 称する,呼ぶ/期間/用語, but in a 解放する/自由な market economy (even one where banks have been 半分-nationalised), house prices must be 許すd to find their 権利 level.
No one wants to see ordinary, hard-working people 苦しむ, but borrowers who 賭事d with their personal 財政/金融s and over-committed themselves in the good years will have to be shaken out of the system before any 本物の 回復 can occur.
