by DARREN BEHAR, Daily Mail
The first 国家の mail strike in five years is 始める,決める to be 発表するd today.
郵便の 労働者s are 予定 to call a one-day strike - probably next month - unless bosses 洞穴 in to 需要・要求するs on new 配達/演説/出産 times.
The ストライキ, 伴う/関わるing 145,000 配達/演説/出産 and sorting staff, would be 壊滅的な for the 地位,任命する Office - now known as Consignia - and could not come at a worse time for the 政府.
Union bosses had not finalised 詳細(に述べる)s of any 活動/戦闘 last night but an 告示 is 推定する/予想するd today.
The 国家の strike would be the first since 1996 and would 解任する the dark days of militancy in the old-style public services.
It would also be 高度に embarrassing for Tony Blair, who has been (刑事)被告 of encouraging a return to militancy by 回復するing much of the 力/強力にする the unions lost during the Thatcher years.
It could 誘発する a wave of strikes, which would be the first 実験(する) of the 総理大臣's 決意 to 直面する 負かす/撃墜する 交戦的な union 長,指導者s whom he recently branded as 'wreckers'. He already 直面するs a possible ストライキ from 地元の 政府 staff and 労働者s angry over his 改革(する)s for the public 部門.
The 郵便の 労働者s' union, the Communication 労働者s Union, is angry that a 一括 which 含むs a 6.9 per cent 支払う/賃金 申し込む/申し出 has been linked to new 配達/演説/出産 times.
Union leaders and Consignia are arguing about whether the 支払う/賃金 rise should be linked to 的s which have been 始める,決める as part of 提案s to 捨てる the second 地位,任命する.
The union is 用意が出来ている to take a 4.7 per cent 支払う/賃金 取引,協定 if it does not mean it must 受託する the new structure.
Consignia wants the union to agree to the number of hours postmen should have to 配達する mail to homes and 商売/仕事s. Union leaders do not want this to be linked to
The 伝統的な 一連の会議、交渉/完成する has lasted 21/2 hours but Consignia is 提案するing four-hour 配達/演説/出産s. The union says a two-hour 一連の会議、交渉/完成する would save 職業s .
Disruption to the 80 million letters 配達するd each day would be felt 井戸/弁護士席 beyond the duration of the strikes, once a backlog builds up.
郵便の 労働者s have already 支援するd strike 活動/戦闘 earlier this year and would not have to 投票(する) again. Consignia wants the union to go to Acas to 解決する the 論争.
Consignia is losing £ 1.5million a day and is 始める,決める to lose its monopoly. It is also struggling to 会合,会う 配達/演説/出産 的s, with almost one in ten first class letters arriving late.
The company 非難するs its 宙返り/暴落するing 利益(をあげる)s on the 経済的な 気候, rail 大混乱 and 競争 from e-mail. It is trying to 削減(する) 30,000 職業s and 削減(する) costs by £1.2billion.
産業の 活動/戦闘 has also had a 抱擁する 衝撃. In 2000, it lost 62,000 days to strikes and last year a wave of 違法な wildcat strikes 手足を不自由にする/(物事を)損なうd services across the country.
