The high number of pupils who do not speak English as a first language can make classroom teaching difficult

One in seven 最初の／主要な school pupils does not speak English as a first language.

The number who 普通は speak a foreign language rose last year to 565,888 - 14.3 per cent of the total.

In some areas, English is a foreign language to more than 70 per cent of four to 11-year-olds, putting enormous 圧力 on teaching staff. And there are ten schools without a 選び出す／独身 pupil who has English as a first language, new 人物／姿／数字s show.

Teachers say large 集中s of children with a poor しっかり掴む of English can lead to some schools 存在 不公平に 非難するd by 視察官s.

議会の questions have 明らかにする／漏らすd that in 2004, 452,388 最初の／主要な school children spoke English as a second language. By last year this 人物／姿／数字 had 増加するd by 113,500, a rise of almost 正確に／まさに 25 per cent.

In 第２位 schools, the 割合 of pupils who do not have English as their native language has 増加するd from 8.8 per cent in 2004 to 10.6 per cent last year.

He said: 'These shocking 人物／姿／数字s illustr ate how difficult life is for many teachers because of the 政府's long-称する，呼ぶ／期間／用語 失敗 to 支配（する）／統制する 移民／移住.

'They show why we 不正に need an 年次の 限界 on 移民／移住.

'Australia has a 限界 which it has just 減ずるd because of the 後退，不況 - Britain should be able to do the same thing.

'The number of pupils with English as a second language makes life difficult for teachers, parents and pupils.

'Whether or not they can speak English, everyone 苦しむs when it's more difficult for teachers in the classroom.

'This is also a 抱擁する 圧力 on 地元の 当局 trying to 対処する with uncontrolled 移民／移住.'

Mick Brookes, the general 長官 of the 国家の 協会 of 長，率いる Teachers, said: 'Where you have a child or a group of children with no English at all 認める to a school, the school needs to create some 施設 for translation, just ーに関して／ーの点でs of the 質 of their education .

'Children may 井戸／弁護士席 come with languages which are not 一般的に dealt with in this country.

'We are now 審理，公聴会 長，率いる teachers complaining that they and their schools are 存在 不公平に 裁判官d because they have a large number of children with English as a second language.

'Schools are bending over backwards to 融通する these children and then Ofsted comes in and gives them a kicking for poor 全体にわたる 基準s.

'But 同様に as 存在 a challenge to schools, there are real success stories.

'In my own experience, a child （機の）カム from Estonia with very broken English and two years later she was winning the school （一定の）期間ing 競争.'

More and more 地元の 当局 are now 主張するing they need more money to help cater for the dozens of languages spoken in some schools.

In the London borough of Tower Hamlets, only 23 per cent of pupils speak English as their first language.

At one school, Nelson 最初の／主要な in East London, three-４半期/4分の1s of pupils are not native English （衆議院の）議長s and some 56 different languages are spoken.

Headmaster Tim Benson said his teachers have to use many more 手渡す gestures than usual, 同様に as drawin g pictures.

Teaching assistants fluent in particular languages are brought in to help small groups of children through their lessons.

Communities 長官 Hazel Blears will tomorrow call for an 'honest 審議' about the 圧力s that 移住 can put on 地元の public services.

She will 発表する that anyone from outside the EU 適用するing for a student or work ビザ will be 要求するd to 支払う／賃金 a special 税金 徴収するd on migrants.

The cash produced by this will go to 地元の 当局 who are 現在／一般に struggling to 対処する with the 衝撃 of 移民／移住 on their schools, GP 外科s and other public services.

大臣s hope the 税金 will raise £70million over the next two years.

The Children's Department said last night: 'The language of 指示／教授／教育 in English schools is and always has been English.

'We have listened to 関心s of headteachers and are 増加するing 基金ing in the 民族の 少数，小数派 業績／成就 認める to £206million by 2010, to bring students weak in English up to 速度(を上げる）.

'We also 用意する schools to 申し込む／申し出 効果的な English teaching for new arrivals, with a 包括的な support 一括.'
