This is believed to be Wu Zhe, a Chinese 航空学 professor who 操るd the Cloud Chaser 事業／計画（する）

Chinese scientist Wu Zhe in 2019 told 明言する／公表する マスコミ that he and his team had 首尾よく sent an airship called 'Cloud Chaser' on a 一連の会議、交渉／完成する-the-globe flight which saw it pass over the 本土／大陸 US at an 高度 of 65,000ft.
