Water 法案s to 落ちる by 4% after 監視者 需要・要求するs 削減（する）s

Water 法案s will 落ちる over the next five years after 産業 監視者 Ofwat got 堅い on greedy 会社／堅いs yesterday.

Companies 手配中の，お尋ね者 to 増加する 法案s by an 普通の／平均（する） of £31 to £375 a year by 2015.

But the regulator 拒絶するd the 計画（する）s, 主張するing the typical 法案 should instead 落ちる by £14 to £330.

The 削減 means that on 普通の／平均（する）, 顧客s will be £45 better off than if the water 巨大（な）s had their way.

The 決定／判定勝ち（する） was welcomed by 消費者s, who have been struggling with 手足を不自由にする／（物事を）損なうing rises in other 'must 支払う／賃金' 法案s for heat, light and 石油.

The water 会社／堅いs will be 許すd to make individual 代表s to Ofwat, but the 監視者 will have the final say on how they can 増加する 法案s.

Its strong-arm 策略 are in stark contrast with those of Ofgem, which 規制するs Britain's electricity and gas markets and has been criticised as 'toothless' and 'hopelessly weak' in getting a fair 取引，協定 for 消費者s.

However, the 決定／判定勝ち（する） is very different to the 18 per cent rise Ofwat agreed to when it 始める，決める 法案s for the previous five-year period.

The last time it ordered a 削減（する） in 法案s was ten years ago. Some of the water companies complained the 決定／判定勝ち（する） would 影響する／感情 顧客s. The country's biggest 供給者, Thames Water, 攻撃する，衝突する out at the 計画（する）s, 説 it would not be able to afford work to 減ずる 漏れ.

'They want a 安全な, reliable water 供給（する） at a reasonable cost. People can shop around for the best 取引，協定 on many things, but not water.'

The regulator will 発表する its final 決定／判定勝ち（する） on prices in November before the new 政権 begins next April.

The 提案s were welcomed by the 消費者 会議 for Water, which was 始める，決める up in 2005 to 代表する 顧客s and was 伴う／関わるd in the price-setting 過程 for the first time.

Chairman Dame Yve Buckland said: 'We are pleased to see t hat by and large it looks as though Ofwat listened to us and to 顧客s when putting together 草案 決定／判定勝ち（する）s on water prices.

'However, 顧客s must remember that these are 普通の／平均（する） prices, so changes in water 法案s could 変化させる from company to company and 顧客 to 顧客, depending on their circumstances.'

It 警告するd that 顧客s in different areas will see either a 削減 in 普通の／平均（する） 法案s by up to 14 per cent, or an 増加する in 法案s of 9 per cent before インフレーション.
