Cash-strapped Thurrock 会議 in Essex borrowed £655million of public money to 投資する in Liam Kavanagh's solar farm 商売／仕事.

An email the financier sent in 2020 appears to show he always planned to spend the 会議's 投資 on himself.?

'These 基金s… will be used to create a new family 投資 office and to create wealth for years to come. This has always been my 計画（する）,' it read.?

Thurrock is one of several 会議s that have 直面するd 財政上の 騒動 since 地元の 当局 were 手渡すd more freedom to raise 基金s and 投資する in 2011 by the 連立政権.

Croydon, Slough and Woking have all had to 停止（させる） all 非，不，無-必須の spending after also losing public 基金s on risky 投資s.
