Britain's 弾丸 train: But will the £30bn 法案 mean a 税金 on all rail fares?

A 335-mile rail link to 素早い行動 travellers from London to the Midlands and the North at up to 250mph was 発表するd by the 政府 yesterday - just weeks before the 選挙.

But 支払う/賃金ing for the £30billion 計画(する) could 伴う/関わる a 税金 on all train fares.

The line would 削減(する) through the scenic Chilterns and an area of 優れた natural beauty.?

輸送(する) 長官 Lord Adonis 明かすd the 計画(する) for a 'Y-形態/調整d' line which connects London with a new 駅/配置する in Birmingham before 支店ing off to the North West and north to 物陰/風下d.

The new 250mph trains 約束 to 削除する 旅行 times between London and Birmingham to just 49 minutes from the 現在の 1 hour 24 minutes.

物陰/風下d, Sheffield and Manchester would all be reached in 80 minutes, 削減(する)s of up to an hour.

ROUTE: LONDON TO BIRMINGHAM

The 政府 has looked at three optiions for the 初期の 大勝する from London to Birmingham and favours '選択 3' which crosses the Hughenden Valley through the Chiltern Hills - using sections of disused 鉄道 from the former 広大な/多数の/重要な Central 鉄道 which have lain 活動停止中の since the 'Beeching' axe of the 1960s.
The 政府 says the 大勝する, which follows the A413 回廊(地帯), 'appears best to 会合,会う the 政府’s 客観的なs for optimising 旅行 times and cost, and for managing 衝撃s on the 地元の 環境 and communities in an 許容できる way. '
The other two 大勝するs are '意味ありげに inferior'.? This 大勝する would run in tunnel from a rebuilt Euston 駅/配置する, surfacing in West London to follow the 大勝する of the 存在するing Chiltern Line, leaving London 近づく Ruislip. 'The 大勝する would proceed 大部分は in tunnel from the M25 as far as Amersham, and then continue to the west of Wendover and Aylesbury, partly in tunnel and partly に引き続いて the 存在するing A413 and Chiltern Line 回廊(地帯).

'The next sec tion of the 大勝する would 雇う the 大部分は-保存するd 跡をつける-bed of the former 広大な/多数の/重要な Central 鉄道, and continue north to enter Birmingham の近くに to Water Orton.

'The 大勝する would 終結させる at a new city centre 駅/配置する built at Fazeley Street in Birmingham’s Eastside regeneration area. '

From outside the city, the main line would 延長する north to join the West Coast Main Line Lichfield, enabling services to continue 'at 従来の 速度(を上げる)s' to 目的地s その上の north.

輪郭(を描く) 計画(する)s are for その上の links to Newcastle, Edinburgh and Glasgow 経由で 従来の lines.

Work on the first part of the 大勝する - from London Euston to Birmingham - would start in 2017 and cost up to £17billion.

総理大臣 Gordon Brown あられ/賞賛するd the 告示 as 'most exciting'. But sceptics say the 計画(する) is an 選挙 策略 by 労働 - linking London to 重要な ごくわずかの seats and onwards to the party's northern 労働 要塞/本拠地s.

They say much of the 環境の price would be paid by people in 田舎の Tory 中心地域s.

Lord Adonis 宣言するd: 'The time has come for Britain to 計画(する) 本気で for high 速度(を上げる) rail between our major cities'. He 主張するd the 政府-could '融通する' the £2billion a year needed to get the 計画/陰謀 up and running.

Ideas floated for 基金ing the highspeed line 含む an 付加 告発(する),告訴(する)/料金 on all train fares, taking part of the 乗客 義務 on 航空機によるs, and even selling companies 後援 権利s to put their 指名するs on trains or lines.

A 'rebuilt' Euston will be developed as the new London 終点. An 交換, connecting with Heathrow and the 資本/首都's 提案するd Crossrail, will be built at Old Oak ありふれた, 近づく Wormwood Scrubs 刑務所,拘置所.

There will be a new 駅/配置する in central Birmingham and a Midlands 交換 just outside the city.

Tory 広報担当者 Theresa Villiers said the 計画(する)s were '欠陥d' and (刑事)被告 労働 of 'betraying' the 見通し of high-速度(を上げる) rail which they 始める,決める out three years ago. She said they were mak ing a 'big mistake' in not taking the line into Heathrow.

Greenpeace 輸送(する) 選挙運動者 Anna Jones said the line must connect to Heathrow in place of a third 滑走路. Green groups also 表明するd 関心s about the 衝撃 on 田舎の Warwickshire.

SO WILL THE TRAINS PASS MY HOUSE??

Setting out it's 'preferred' 大勝する, the 報告(する)/憶測 says: From? the Old Oak ありふれた 交換 近づく London the 大勝する would a run along? an eight-mile section of a 広げるd Chiltern 大勝する 回廊(地帯).

From West Ruislip the 大勝する passes over a two-and-a-4半期/4分の1 mile long viaduct to reach the M25. Just before the motorway it would pass into a six-mile tunnel before surfacing in 深い cutting north of Amersham Old Town.

It then climb ups the 味方する of the valley in cutting for just over one and a 4半期/4分の1 miles before entering a half-mile long tunnel.

After this tunnel, the 大勝する would climb in cutting, levelling out 近づく the 最高の,を越す of a 山の尾根 after two miles.

At this point the 大勝する would climb a cutting の近くに to the 最高の,を越す of the 山の尾根 before beginning its 降下/家系 に向かって Wendover on a 450m viaduct.

Just before Wendover the 大勝する would cross the A413 road and the Chiltern Line 鉄道 on a 600m viaduct, then pass Wendover on the surface before continuing t owards Aylesbury on a low, two-and-a-4半期/4分の1 mile viaduct crossing a flood plain.

It would pass Aylesbury before entering a 21-mile stretch of countryside, 大部分は on the surface where the alignment follows の近くに to the former 大勝する of the 広大な/多数の/重要な Central 鉄道 until Brackley.

At this point the 大勝する topography becomes hillier, though no major structures would be 要求するd until west of Southam and east of Warwick where a two-and-a-half mile viaduct would cross a flood plain.

すぐに afterwards a short tunnel would be needed to pass under the Ufton 支持を得ようと努めるd/Long Itchington 支持を得ようと努めるd 場所/位置 of Special 科学の 利益/興味 (SSSI)

A few miles その上の it passes through Stoneleigh Park and Gardens before passing between Kenilworth and Coventry. It would then pass over the West Coast Main Line (WCML)? at Berkswell before running の近くに to the A452 to 長,率いる to a 場所 east of the 国家の 展示 Centre.

ROUTE: BIRMINGHAM TO THE NORTH

After Birmingham, the 政府's 提案するd 戦略 would see the new high 速度(を上げる) line running on to Manchester and 分かれて to the East Midlands, Sheffield and 物陰/風下d.
There would then be '関係s の上に 存在するing 跡をつけるs' 許すing direct high 速度(を上げる) train services to be operated to cities 含むing Glasgow, Edinburgh, Newcastle and Liverpool as soon as the line opens.
It 追加するs:'その上の consideration will also be given to 延長するing the 網状組織 s ubsequently to these and other major 目的地s.'

But Lord Adonis said he had 任命するd former Tory 輸送(する) 長官 Lord Mawhinney 'to 診察する 可能性のある 選択s for a 未来 駅/配置する at the airport itself'.

協議 on the first 脚 to Birmingham will begin in the autumn, and on the second 脚 to Manchester and 物陰/風下d from 2012.

The 計画/陰謀 has been 工夫するd by a 特に-created 政府 company called HS2.

But construction would not start until 2017 with trains running from 2025 at the earliest.

A 'rebuilt' Euston 駅/配置する will be developed for a new London 終点.

And the new 交換,? connecting with Heathrow and the 資本/首都's 提案するd? Crossrail,? will be 建設するd at Old Oak ありふれた, の近くに to Wormwood Scrubs 刑務所,拘置所 and the exisiting Willesden Junction in North London.

最初, there would be 14 of the new 1,100-seater HSR trains every hour on the 大勝する. If the line is 延長するd north, there could be 18 trains an hour.

The 政府 has 輪郭(を描く)d in 詳細(に述べる) the first 脚 of the 大勝する - 負かす/撃墜する to within 5 yards of where the 跡をつける will run and 25 metres in the countryside -? and the cost, of a high-速度(を上げる) rail line to Birmingham.

WHAT STATIONS WILL BE USED?

  • Euston 駅/配置する in London is to be 'rebuilt' and 延長するd to be the 資本/首都's terminus.
  • A? new 交換 - for 関係s to Heathrow and Crossrail - will be built at Old Oak ありふれた 近づく Willesden Junction in West London, giving links to Heathrow Airport? and the West End.
  • A new Birmingham City Centre 駅/配置する is to be built at Fazeley and Curzon Street.
  • And a new 交換 south-east? of Birmingham is also 想像するd, 申し込む/申し出ing direct links to? Birmingham Airport, the 国家の 展示 Centre and the M6 and M62.

Lord Adonis also published the 政府's 見解(をとる)s on how the high? 速度(を上げる) line could then be 延長するd north of Birmingham.

Tory 影をつくる/尾行する 輸送(する) spokeswoman Theresa Villiers said 労働's 計画(する)s were '欠陥d' .

She (刑事)被告 労働 of 'betraying' the 見通し of high-速度(を上げる) rail (HSR) which they 始める,決める out three years ago and said the party was making a 'big mistake' in not taking it through Heathrow airport in west London.

She said:'The next Conserva tive 政府 will begin work すぐに to create a high 速度(を上げる) rail connecting London and Heathrow with Birmingham, Manchester and 物陰/風下d, with construction to begin in 2015.

'This is the first step に向かって 達成するing our 見通し of a 国家の high 速度(を上げる) rail 網状組織 to join up major cities across England, Scotland and むちの跡s'.

Friends of the Earth's (n)役員/(a)執行力のある director Andy Atkins said high 速度(を上げる) rail had 'a 役割 to play' but 警告を与えるd:'Questions remain about how successful a new high 速度(を上げる) rail line will be in cutting 放出/発行s, and its wider 衝撃s on communities and the 環境.

Greenpeace 輸送(する) 選挙運動者 Anna Jones said the high 速度(を上げる) rail 'must go その上の' and connect Heathrow in place of a third 滑走路.

'It? must 確実にする that a 急速な/放蕩な, efficient rail system connects the whole country so that Britain can be 離乳するd off its 中毒 to short 運ぶ/漁獲高 and 国内の flights. And it must now tell BAA once and for all that its third 滑走路 計画(する)s are dead.'

網状組織 Rail 長,指導者 (n)役員/(a)執行力のある Iain Coucher said: 'There is now a 幅の広い political 合意 that Britain must have a high-速度(を上げる) rail 未来.

It would also take cars and lorries off the road, 削減(する) 国内の flights and 解放(する) capacity on the 存在するing rail 網状組織; transforming services even for those communities not served 直接/まっすぐに by a high-速度(を上げる) line.

'It is the low-炭素, 維持できる 輸送(する) of the 未来.'
