A million incapacity 利益 claimants will 直面する losing their handouts if they fail to find work after 12 months under hugely 議論の的になる U.S.-style time 限界s.

大臣s say the 利益, paid to those who （人命などを）奪う，主張する to be too sick to do a 職業, was never meant to be a long-称する，呼ぶ／期間／用語 handout except for the most 厳しく ill or 無能にするd.

But after two years on the 利益, a claimant is now more likely to die than come off it and find 雇用.

One such tribe is that of 失業 Pete and Sam Smith and their ten children? -? who rake in an astonishing £5,000 a year in 利益s and stand to lose 70 per cent of their income. While the 普通の／平均（する） working family 支払う／賃金 for 住宅 and 法案s from their hard-earned 給料, the Smiths get to live in a rent 解放する／自由な four-bedroom house in Kingswood, Bristol.

They even have breakfast 配達するd to the door each morning 儀礼 of the taxpayer. Yet they （人命などを）奪う，主張する their accommodation is 'cramped' and the food is not good enough.

Mr Smith, 40, left the Army in 2001 to care for his now 36-year-old wife, who has curvature of the spine. At the time they had three children - they now have ten 老年の from four months to 14 years.

The 普通の／平均（する） family 世帯 income is nearly £35,000 a year - on which around £6,000 税金 would be paid. The Smiths are given 16 times this 人物／姿／数字 in 利益s.

Those みなすd able to go 支援する to work with the appropriate support, and receiving contributory-based 利益s, will be 支配するd to the new time 限界, which mimics 類似の moves introduced in the U.S.

If they have failed to find a 職業 after 12 months, their 利益s will be stopped. Those on ESA 現在／一般に receive between £91 and £97 a week, depending on severity of their incapacity. It can be paid on a contributory basis ? 関わりなく income, as long as a 確かな number of 国家の 保険 出資／貢献s have been made ? or an income-関係のある basis.

Those who lose their 利益 could move on to いっそう少なく generous jobseeker’s allowance.

There are 現在／一般に no time 限界s at all on incapacity 利益. Around one million of 2.5million claimants will be 影響する／感情d by the new 12-month 最大限, the 財務省 says.

‘This change will not 衝撃 those individuals in the support group for whom work is not a 現実主義の 選択, the terminally ill and those on 確かな types of chemotherapy,’ said one source. ‘They will continue to receive the 政府’s 無条件の help and support.

‘Introducing a time 限界 in contributory ESA for those in the work-関係のある activity group を強調するs the 原則 that these people are 推定する／予想するd to move に向かって the workplace.

But that will 減少（する） to 70 per cent, meaning those who qualify will
have to stump up an extra 10 per cent, which will cost some £1,500 a year.

Working 税金 credits will also be frozen for three from 2011-12.
