Britain and U.S. 緩和する 支援する on Iraq war 脅しs

by PAUL EASTHAM, Daily Mail

Britain and America took a step 支援する from 軍の 脅しs against Iraq last night in the 直面する of growing world 対立.

開始 a co-ordinated (選挙などの)運動をする on both 味方するs of the 大西洋 to 冷静な/正味の the rhetoric, Foreign Office 大臣 マイク O'Brien 宣言するd that an attack was neither '切迫した nor 必然的な'.

He said British 政策 was not war but to get 武器s 視察官s 支援する into Iraq.

His words (機の)カム as Saddam Hussein 用意が出来ている to give a テレビ放送するd 演説(する)/住所 to his people this morning in which he is 推定する/予想するd to 直面する the 脅し of war against the West.

Mr O'Brien's olive 支店 was 最初 迎える/歓迎するd as a 調印する of a 分裂(する) with U.S. 政策. But hours later, 大統領 Bush 可決する・採択するd a 類似して 懐柔的な トン, 約束ing to be '患者' with Iraq.

He said he would use all 道具s at his 処分 含むing 外交, international 圧力 and 'perhaps the 軍の'.

His 発言/述べるs contrasted 劇的な with 最近の 声明s by his closest 補佐官s, who have 繰り返して 主張するd that American 政策 is to 安全な・保証する '政権 change' in Iraq, 関わりなく whether the UN 視察官s go 支援する.

The softer approach (機の)カム まっただ中に growing 調印するs that the 同盟(する)s are losing the 戦う/戦い for international opinion.

Saudi Arabia, a 決定的な 同盟(する) in the 湾 War against Saddam, went public for the first time in 辞退するing the U.S. 許可 to use its 国/地域 for an attack on Iraq.

'We are against any attack because we believe it is not needed, 特に now that Iraq is moving to 器具/実施する 国際連合 決意/決議s,' said 外務大臣 Prince Saud.

Insiders in Washington said the calmer トン is a 連係させた 試みる/企てる to 論証する that they are not 急ぐing into war without at least 存在 seen to consider the 反対s of other countries.

They 認める that Mr Bush 直面するs a divided 閣僚, a 気が進まない 軍の, a lukewarm 議会, a 混乱させるd el ectorate and stiff 対立 from 重要な 同盟(する)s. But they said that if the 大統領,/社長 is 決定するd - and he is - 非,不,無 of these are likely to stop him.

One 井戸/弁護士席-placed source said: 'Bush is trying to strike a more thoughtful 態度 and to show that he is 反映するing and stepping 支援する the rhetoric.

'最終的に it is almost 確かな that this period for consideration will make no difference at all.

'Bush and his 重要な 助言者s are still 決定するd to 倒れる Saddam Hussein, and they say it will happen in the spring.'

Saddam's 演説(する)/住所 this morning is an 年次の event to 示す the 周年記念日 of the end of the 1980-1988 war with Iran, but it is 広範囲にわたって 推定する/予想するd to 演説(する)/住所 憶測 that the U.S. is 準備するing an attack to unseat him.

In the Iraqi 議会 yesterday, (衆議院の)議長 Saadoun Hammadi was 反抗的な.

'脅しs against Iraq will not 脅迫してさせる anyone and they are doomed to fail,' he said. 'Our people are 部隊d, our 約束 is strong, our means are mobilised and active and our 構成要素 and spiritual abilities are 広大な/多数の/重要な.'

He 繰り返し言うd an 招待 to the U.S. 議会 to send a 使節団 to Baghdad and said it would be given 接近 to any 場所/位置s 嫌疑者,容疑者/疑うd of developing 武器s of 集まり 破壊.

There was growing 証拠 yesterday that Saddam sees Britain as its only hope of 突き破るing off an American 侵略.

The Iraqi 代表者/国会議員 in London, Dr Mudhafar Amin, 率直に 勧めるd Britain to play an active 役割 in 説得するing the U.S. not to attack.

Mudhafar Amin told 無線で通信する 4's Today programme: 'We think Britain could play a very 肯定的な 決定的な 役割 in 納得させるing the Americans.'
