Mr Gove said applicants would no longer be 基金d by the 政府 to train as teachers unless their degrees were graded 2:2 or better. He also planned to introduce 実験(する)s of ‘aptitude, personality and resilience’ to 査定する/(税金などを)課す the suitability of applicants before they 乗る,着手するd on teaching courses.

In his 詳細な計画, Mr Gove wrote : ‘The best education systems draw their teachers from the most academically able, and select them carefully to 確実にする that they are taking only those people who 連合させる the 権利 personal and 知識人 質s.’

Teachers will be rewarded for more rigorous lessons and better results, with greater freedom from 官僚主義 in the classroom.

Many parents up and 負かす/撃墜する the land will applaud. They know what is going on in our schools today, or rather what is not going on. They recognise that children are leaving unable to read and 令状 適切に; that science and languages are in 法外な 拒絶する/低下する; that some hospitals are 表明するing 関心 about a new 世代 of doctors, some of whom cannot (一定の)期間.

They realise that young Britain is painfully, shockingly, disgracefully ill- equipped to compete in the 21st century, least of all with the tigers of young Asia.

But be in no 疑問 about the significance of the Education 長官’s 計画(する)s: they 量 to a 宣言 of war on the teaching 設立 and the 原則s which have 支配するd 明言する/公表する schools for more than 40 years.

教育の 理論家s, along with many civil servants in the Whitehall education machine, the zealots who run teacher training colleges and tens of thousands of teachers will fight tooth and nail against almost everything Mr Gove wants to do.

Ahead 嘘(をつく) months, indeed years, of 争い. It will be very hard for one 大臣, even if he gets the support of every thinking parent, to make his changes stick.

The first big problem is that almost the entire 教育の machine 否定するs that anything is wrong. Last week on 無線で通信する 4, I heard a teachers’ union boss dec lare stubbornly: ‘London’s 明言する/公表する 第2位 schools are a success story.’ Education’s commissars 主張する that the fact GCSE pass numbers and grades have risen every year since 1981 反映するs an 増加する in learning, not the debasement of 基準s which all the 残り/休憩(する) of us see.

汚職 ? for that seems the 権利 word for a systematic 試みる/企てる to deceive the country about what is happening to its children ? 延長するs to universities. One-fifth of all 卒業生(する)s receive a First, once a rare 示す of excellence; most are awarded upper Seconds ? a grade that used to be 手渡すd out very sparingly.

It is rare for a teacher or any 上級の member of the 労働 Party to break 階級s and 収容する/認める realities that 雇用者s and most parents take for 認めるd: our children are learning いっそう少なく; discipline in most 明言する/公表する schools is poor; mixed-ability teaching is a 災害; the 包括的な 実験 introduced by 労働’s Shirley Williams and Tony Crosland in the 1960s has failed more often than not.

Michael Gove’s 提案s 代表する an 試みる/企てる to 抑制(する) some of the worst 超過s, to 回復する rigour and ありふれた sense to the classroom. Some of us would argue that their fault is that they do not go far enough. They still fight shy of selecting and streaming pupils for schools by ability.

Sensible education 専門家s ? which means those not chained to old 社会主義者 dogma ? believe that 明言する/公表する schools cannot rediscover excellence until they 回復する the 原則 of teaching academically clever children together and いっそう少なく clever, or いっそう少なく willing, ones together also.

Today, schools and classes are 手足を不自由にする/(物事を)損なうd by the need to move at the 速度(を上げる) of the slowest ship in the 軍用車隊, the most 破壊的な boy or girl in the class.

This 政策 has 固執するd for 10年間s in the sacred 指名する of ‘fairness’ or ‘equality of 適切な時期’. A year ago, while still in 対立, David Cameron decided that the political 対立 to grammar schools was so strong that he 誓約(する)d his party not to re introduce them. Today, Michael Gove is tinkering at the 辛勝する/優位s by 提案するing to 増加する pupil numbers in some of the 生き残るing 164 grammar schools, and by 促進するing 学院s.

But the 保守的なs still flinch from going the whole hog. They are fearful even of 課すing 入ること/参加(者) 実験(する)s for selective schools at 14, which some 専門家s 示唆する as an 代案/選択肢 to 回復するing the 不信d old 11-加える.

The 悲劇の irony of all this, of course, is that 独立した・無所属 schools remain the only places in Britain where there is rigorous academic 選択. The ありふれた 入り口 exam, which every applicant must sit at 13, really counts. Eton, Radley, Winchester, St Paul’s 簡単に will not 収容する/認める stupid pupils, even if they are dukes’ sons.

The real 特権 conferred on children who …に出席する these 広大な/多数の/重要な schools is not that their parents are rich, but that they are taught by able teachers の中で other gifted pupils. Classroom disruption does not 存在する. Serious 違反s of discipline are unhesitatingly rewarded with 追放. The most damning commentary upon the 失敗 of our 明言する/公表する schools is that scarcely one of the 最高の,を越す 政治家,政治屋s of all parties who sit in today’s House of ありふれたs went to a 包括的な school.

The hypocrisy of 労働 deserves to be 最高潮の場面d and 公然と非難するd again and again: the party …に反対するs 選択 and 競争 in 明言する/公表する education, but almost every parent on 労働’s frontbench finds some excuse for keeping their own children out of 包括的な schools.

Not all Michael Gove’s 提案s seem deserving of support: much as I admire our 武装した 軍隊s, I am 懐疑的な about whether encouraging ex-兵士s, sailors and airmen to become teachers will do much to 改善する classroom discipline. 招待するing anyone who chooses to start a 解放する/自由な school 提起する/ポーズをとるs serious 危険s if イスラム教徒 極端論者s get on the bandwagon, as they surely will.

For his part, Michael Gove is marching bravely into a 一斉射撃,(質問などの)連発/ダム of 解雇する/砲火/射撃, and most of us passionately want him to 勝利,勝つ through. But because what the Education 長官 is doing is so important, he has to get it 権利. Botched 改革(する)s will rouse howls of 勝利 from 労働 and the education 設立, and 負傷させる pupils.
Some of us believe meaningful change will only happen when pupil 選択 is explicitly 課すd, the grammar school system 生き返らせるd by some 指名する.

But unless or until David Cameron’s 政府 召喚するs the courage to do this, this week’s education White Paper 代表するs a first step on the road 支援する to 供給するing our children with the real education that should be their birthright.
The 労働 政治家,政治屋s and teachers who …に反対する it are, in 影響, (選挙などの)運動をするing to perpetuate the 失敗 of the 包括的な system.
