Police and social services have been （刑事）被告 of fuelling a culture of silence which has 許すd hundreds of young white girls to be 偉業／利用するd by Asian men for sex.

The grooming usually begins with older groups of men befriending girls 老年の from 11 to 16 they 会合，会う on the street.
