PETER VAN ONSELEN: Here comes Labor's 巨大(な) new 最高の 税金 - and don't think it won't 適用する to you
So resounding was Labor's 選挙?勝利,勝つ that there can be no question over its 委任統治(領) to 立法者 the 政策s it took to the 投票s, 含むing?the 税金ing of unrealised 伸び(る)s in superannuation.
However few Australians would have had that in mind when they 投票(する)d, as it certainly wasn't a headline 問題/発行する during the (選挙などの)運動をする, and even for those who were aware of it, many were 不明瞭な on 正確に/まさに what it meant.
Treasurer?Jim Chalmers?has been 靴下/だますing 負かす/撃墜する 恐れるs that his new 税金 is something most Australians need to worry about - after all, it only 適用するs to those with 最高の balances above $3million, which is only a lucky few.
But the truth about this 政策 is much more 複雑にするd than that.
税金ing unrealised 最高の 伸び(る)s will not long remain a 税金 on the 豊富な, because the way it is designed will, over time, 逮捕(する) millions of Australians in its 逮捕する, and here's why:
Unrealised 伸び(る)s are 増加するs in the paper 価値(がある) of 資産s you 港/避難所't yet sold. So in this 事例/患者, if your 最高の 貯金 go up on paper, that 増加するd value is 分類するd as an unrealised 伸び(る) whi ch will be 税金d.
This means that for some Australians they won't only have to 支払う/賃金 税金 on the 収入s from their 最高の that they use to live on in 退職, but they'll also have to 支払う/賃金 a 税金 on the superannuation 投資s themselves that 配達する those 収入s.
The result will be a 削減 in balances, and lower returns going 今後.

Labor (人命などを)奪う,主張するd a 委任統治(領) with its 強くたたくing 選挙 勝利,勝つ, but how many Australians really know what they're in for with the new 最高の 税金?
Labor will put a 30 パーセント 税金 on unrealised 伸び(る)s from superannuation accounts of $3million or more.?
So, for example if someone's 最高の 投資 goes up by $100,000 in value, they would need to 支払う/賃金 $30,000 in 税金. If they don't have the 基金s to do so when the 税金 法案 arrives, they will need to sell some of their 最高の 貯金 to cover the 法案.
A major problem with this is that 最高の 投資s can also go 負かす/撃墜する, just like we saw in the 即座の 影響 of Donald Trump's new 関税s when sharemarkets saw a sharp sell-off. If that happens again with this new 税金 in place, bad luck, you'll still have had to 支払う/賃金 the 税金 from when the 投資s 以前 went up.
This is something many 税金 専門家s have 表明するd 関心s about.
In a 共同の submission to 財務省 last year the superannuation lead at 借り切る/憲章d Accountants, Tony Negline, and the 長,率いる of 政策 at Certified Practising Accountants, 押し通す Subramanian, 述べるd the 提案するd changes to superannuation as '貧しく designed'.
That's not surprising given that the former 大臣 for 最高の and assistant treasurer, Stephen Jones, wasn't 正確に/まさに a stellar performer in Labor's first 称する,呼ぶ/期間/用語. He's now left the 議会, leaving his 貧しく designed new 税金 behind.??
Most Australians will think that this new 税金 won't 影響する/感情 them, because they don't have $3million in their 最高の accounts and probably never will, but they should think again.
This 後継の 税金 isn't 索引d, which means slowly but surely over time more and more Australians will reach that $3 million threshold. The same way that in 10年間s gone by few would have thought they could ever afford (much いっそう少なく buy) a million dollar home. Now that's closer to the median house price in 資本/首都 cities.??
That's because of インフレーション. Give it a few years and a $3million 最高の balance will no longer be the reserve of the 井戸/弁護士席-to-do.

The 総理大臣 and Treasurer have 建設するd a 政策 that will see 潜在的に millions of Australians in coming years 軍隊d to 支払う/賃金 税金s on their 最高の balances, not just the income.
税金 専門家s have called for the new 税金 to be 索引d to インフレーション, which the 政府 has 辞退するd to do, 特記する/引用するing that 所得税s aren't 現在/一般に 索引d either.
正確に. And that's why more Australians keep having to 支払う/賃金 more 税金s, because インフレーション 押し進めるs them into higher and higher 税金 brackets. This bracket creep dynamic will soon afflict superannuation once this new 税金 comes into 影響. Even if the 政府 occasionally raises the balance at which it kicks in - something it 現在/一般に has no 計画(する)s to do - those 増加するs will be 高度に ありそうもない to keep pace with インフレーション.
軍隊ing people to sell 負かす/撃墜する their 最高の holdings from accounts that are based mostly on 在庫/株 投資s is bad enough. But what about those with 最高の 大臣の地位s that are much いっそう少なく liquid than 株? Such as 所有物/資産/財産 for example.
If you own 所有物/資産/財産 as part of your 大臣の地位 - as many people do - and it is 査定する/(税金などを)課すd to have 増加するd in value, how do you 支払う/賃金 for that 'unrealised 伸び(る)' the 政府 is going to 税金 at 30 パーセント?
Unless you have other 貯金 to cover it, your only 選択 is to sell the 所有物/資産/財産, which can result in all manner of その上の costs such as real 広い地所 スパイ/執行官 料金s.
It puts anyone with 所有物/資産/財産 投資s as part of their 最高の in a very difficult position. This is 特に problematic for farming families that often have their land 資産s 含むd in their 最高の 貯金. Many will be 軍隊d to carve up their 所有物/資産/財産s and sell them, 潜在的に at ひどく 割引d prices, to cover the 税金 法案 they will 背負い込む as a result of this new 政策.
But that's not the only way this new 税金 can 攻撃する,衝突する Australians hard. If someonedies and their 最高の 投資s are transferred to the 生き残るing spouse, that 未亡人 or widower can be 支配する to the 税金 too. That makes it a form of 相続物件 税金 by stealth. That's not something most Australians would want to を取り引きする while grieving the loss of a loved one.
While Labor has 示唆するd that the new 税金 threshold could be 増加するd above $3 million in the 未来 to account for インフレーション, there are no 保証(人)s that will happen. Indeed, it is just as likely that threshold could be lowered by a 未来 政府, to 逮捕(する) more people and therefore raise more 税金 歳入.
The Greens are already 需要・要求するing that it be 減ずるd to $2million, and they now 持つ/拘留する the 勢力均衡 in the 上院.
Once the 税金 becomes 法律 it will be just as 平易な to lower the point at which it starts to 適用する as it is to raise it, and lowering it gives the 政府 more 歳入 out of your pocket not いっそう少なく.
The newly elected 自由主義の MP for Goldstein, Tim Wilson, is very 関心d about how this 税金 might lead to その上の 税金s on other 資産 classes.

Tim Wilson (権利, with Peter Dutton on the (選挙などの)運動をする 追跡する) has sounded the alarm about the 最高の 税金, 説 it is a direct 税金 on family 貯金 that many will not be abl e to afford.
He 述べるs it as 'a family saving 税金'. 推定する/予想する to hear that phrase time and time again in the coming three years as the 自由主義の Party tries to find a way to 反対する-attack against a 支配的な Labor 政府.
'The 単独の 目的 of unrealised 資本/首都 伸び(る)s 税金 is to 攻撃する,衝突する family 貯金 in superannuation,' Wilson says.?
'But once 適用するd on 最高の will be replicated on 所有物/資産/財産, 株, 商売/仕事s and 信用s.'
If you 信用 政府s to not put up 税金s, then you have nothing to worry about. However, if you 嫌疑者,容疑者/疑う 政府s are always looking at new ways to raise more 歳入, 特に when 負債 is as high as it 現在/一般に is, then this new 税金 could just be the beginning.
'By 適用するing a family 貯金 税金 on unsold 資産s, it will create a 大規模な problem for 世帯s who have an 資産 but can't afford to 支払う/賃金 the 税金 ? 特に older Australians', Wilson (人命などを)奪う,主張するs.
'A family 貯金 税金 on unrealised 資本/首都 伸び(る)s 侵害する/違反するs basic 税金 原則s: that a 税金 is 適用するd at the value of a real 経済的な activity. Earn an income you 支払う/賃金 税金. Sell an 資産 you 支払う/賃金 税金. It is a 資本/首都 所得税 but where there is no 資産 sold.'
Now 支援する in 議会 after 敗北・負かすing Teal MP Zoe Daniel, Wilson was the 議長,司会を務める of the 衆議院 経済的なs 委員会 事前の to losing his seat at the 2022 選挙. Ahead of the 2019 選挙 he led the 告発(する),告訴(する)/料金 against 法案 縮める's franking credits 税金 政策, and sees similarities in what Chalmers is trying to do now:
'This family 貯金 税金 is about one thing: 歳入. Once Chalmers 人物/姿/数字s out how to administratively 適用する an 所得税 on unsold 資産s 推定する/予想する it to be replicated beyond 最高の', Wilson argues.
Could Labor's franking credits 計画(する)s from six years ago also now resurface? Labor says no, but then again it also 約束d not to 増加する 税金s on superannuation ahead of the 2022 選挙, yet here we are.
For most Australians the new 法律制定 is likely to pass 大部分は without much notice, for now at least. But the fact it isn't 索引d means they will certainly become 前線-of-mind pretty soon, with 議会 to 再開する in late July.?
To put the signifcance of this new 税金 in 状況, 含むing a hint as to how many Australians will be 影響する/感情d by it in the coming years, 財務省 見積(る)s that it will 得る $40billion for 政府 coffers over the next 10年間.??
'The 政府 現在/一般に 事業/計画(する)s いっそう少なく than 100,000 people will be 逮捕(する)d by the family 貯金 税金', Wilson points out.?
'But as the threshold is not 索引d it will cover millions of 世代 Y and Z Australians by the time they 攻撃する,衝突する 退職 and when $2million or $3million will not be 価値(がある) anywhere 近づく its value today.'
Is this the 問題/発行する that 自由主義のs might use to start 控訴,上告ing to younger Australians worried about their 未来s?
There is another unintended consequence of this new 税金. It 危険s making 投資s in innovative startups いっそう少なく likely because small 思索的な 投資s that grow 速く in value on paper but take years to return 利益(をあげる)s will suddenly become 望ましくない, because that on-paper value will be taxable up 前線.

That won't be possible under the ぼんやり現れるing 税金 change that's been flagged.

That's the last thing Australia needs 権利 now in the ますます uncertain 全世界の 経済的な 環境 存在 created by Donald Trump's 大統領/総裁などの地位.
