Save more or work beyond age of 65
By GRAEME WILSON and DARREN BEHAR, Daily Mail
Millions of Britons were bluntly told yesterday to work longer or save more to 避ける poverty in 退職.
Work and 年金s 長官 Andrew Smith 警告するd that ten million were not saving enough and 明かすd new 対策 to fight the 増大するing 年金s 危機.
As 労働 finally 明かすd its long-を待つd 年金s Green Paper - its 39th 文書 on the 問題/発行する - the 政府 was attacked for:
? Doing nothing to 茎・取り除く the 終結 of final salary 年金 計画/陰謀s.
? 申し込む/申し出ing people no incentive to save.
? Giving no support to the 年金s 産業, reeling from Gordon Brown's £5 billion a year 税金 (警察の)手入れ,急襲.
But 大臣s were savaged last night for doing too little, too late.
An 前例のない 連合 of pensioner groups, 商売/仕事, unions and MPs lined up to brand the 提案s nothing more than a sticking plaster for an 産業 needing 集中的な 治療.
The only 慰安 for millions of savers was a move to 簡単にする the bewildering 税金 system for 年金s.
On the 加える 味方する, a 緩和 of 税金-救済 支配するs will let people build up a 税金-解放する/自由な 年金s マリファナ of as much as £1.4 million.
For the first time, too, there is an incentive to work beyond 65 as it leads to a bigger 年金 or a lump sum 価値(がある) £20,000 at 70.
From 2004 everyone who retires will be able to take a cash lump sum 価値(がある) 25 per cent of their 年金 マリファナ.
For a small number of people, however, who have been in a company 計画/陰謀 a long time and are 収入 high salaries as they approach 退職, this could be いっそう少なく than the one and a half times final salary they had 推定する/予想するd.
Red tape on 年金 計画/陰謀s will be 削減(する) in a move 大臣s (人命などを)奪う,主張する will save 商売/仕事 £200 million.
The minuses (機の)カム as Mr Smith 発表するd 計画(する)s to make 未来 nurses, teachers and civil servants work until 65, rather than 60, before they can (人命などを)奪う,主張する their 十分な 年金. And he made (疑いを)晴らす that he had not 支配するd out making 私的な 年金s compulsory for every 労働者.
But the main 告発(する),告訴(する)/料金 levelled against him last night was that he has 行方不明になるd a golden 適切な時期 to 取り組む the alarming 拒絶する/低下する in final salary 年金 計画/陰謀s.
A 最近の 報告(する)/憶測 設立する that more than half of these 計画/陰謀s - which 保証(人) people up to two-thirds of their final salary - have now been の近くにd to new members or shut 負かす/撃墜する altogether.
Companies are 選ぶing for 計画/陰謀s which leave members exposed to fluctuations in the 株式市場.
Tory 広報担当者 David Willetts 解任するd the 提案s as 'old ideas'. He said: 'The truth is that British 年金s are in 深い 危機. Millions of our fellow 国民s 直面する an 貧窮化した 退職.'
Mr Willetts said Gordon Brown had 原因(となる)d many of the problems by 開始する,打ち上げるing his 税金 得る,とらえる at 年金 基金s when 労働 (機の)カム to 力/強力にする.
自由主義の 民主党員 広報担当者 Steve Webb said Mr Smith had 'failed to 演説(する)/住所 the 堅い choices that need to be 演説(する)/住所d'.
The 年金s 産業 発言する/表明するd alarm at the 政府's 失敗 to take more 過激な steps to 橋(渡しをする) the £27 billion gap between what people are saving and what they need for a comfortable 退職.
Mary Francis, director general of the 協会 of British 保険会社s, 警告するd: 'These 対策 are not enough to get to the heart of the 年金s 危機. They alone will not 追加する money to people's 年金s 計画/陰謀s.'
The 国家の 協会 of 年金 基金s 発言する/表明するd 関心 that it could be over a year before any of the 改革(する)s are introduced.
Unions also 非難するd the Green Paper. 輸送(する) and General 労働者s boss 法案 Morris (刑事)被告 大臣s of standing on the sidelines.
He said: 'This is a masterpiece in complacency which shows the 政府 have failed to しっかり掴む the depth of the 危機. They either 受託する their 義務s now, and build a 退職 政権 of 信用/信任 and 安全, or they 選ぶ up the social cheque for the abject poverty the next 世代 will 直面する.'
GMB general 長官 John Edmonds said 労働 had '瓶/封じ込めるd it' and 非難するd 計画(する)s to 軍隊 nurses and teachers to work longer.
'We are not going to let the 政府 圧力(をかける)-ギャング(団) millions of public 部門 労働者s into working 井戸/弁護士席 into 退職,' he said.
His 恐れるs were echoed by Dave Prentis, leader of the country's biggest union, Unison, who said: 'Making people work till they 減少(する) is no 解答.'
Gordon Lishman of Age 関心 said: 'The 政府 has 行方不明になるd a 決定的な 適切な時期 to create a new and more coherent 年金 解決/入植地 based on a 共同 between 明言する/公表する, individual and 雇用者.'
And the 国家の Pensioners 条約 said the 提案s 申し込む/申し出d nothing to three million old people already living in poverty.
One of the few 肯定的な 返答s (機の)カム from the CBI, though it said the Green Paper was still only a 'useful building 封鎖する' に向かって 精密検査するing 年金s.
労働 backbenchers were angry that Mr Smith had ducked the 決定/判定勝ち(する) on introducing compulsory 私的な or occupational 年金s.
Former 大臣 Frank Field - a 主要な 支持する of compulsion - said the 計画(する)s were the 'last throw' of the voluntary system.
Newport West MP Paul Flynn said there was worrying 証拠 that young people did not think they needed to take out a 年金.
'Isn't the only practical long-称する,呼ぶ/期間/用語 解答 a 計画/陰謀 based on compulsory 出資/貢献s and 保証(人)d and underwritten by 政府?' he asked. 'If compulsion is 必然的な, why not have it sooner rather than later?'
