First 非,不,無-EU 亡命 centre planned

The first out-of-EU 亡命 探検者 過程ing centre could be operating by the end of the year, 移民/移住 大臣 Beverley Hughes 示すd today.

Home 長官 David Blunkett's 計画(する)s would 伴う/関わる 設立するing centres, かもしれない in Africa, where 亡命 探検者s wanting to settle in EU countries would stay while their 使用/適用s were 決定するd.

Ms Hughes told the ありふれたs Home 事件/事情/状勢s Select 委員会 that Mr Blunkett's 提案s for 緩和 the 圧力 of 亡命 使用/適用s had 生成するd "warm 利益/興味" around the European Union.

The 大臣, who 定評のある that the Home Office was still 取引,協定ing with the 遺産/遺物 of a "悲惨な" backlog of 亡命 使用/適用s which developed in the 早期に years of the 労働 行政, told MPs that Mr Blunkett's ideas would probably be discussed by EU 内部の 大臣s at their next 会合 at the beginning of June.

If all went 井戸/弁護士席, Ms Hughes told MPs, then a 操縦する 計画/陰謀 could be "under way before the end of the year".

Ms Hughes told the 委員会's 調査 into the 亡命 使用/適用s 過程 that there had been 対話 on the 提案s with countries 利益/興味d in taking advantage of such a 計画/陰謀, and countries 利益/興味d in hosting such centres.

She said: "There is every 指示,表示する物 that there is 十分な 利益/興味 from countries for this to be a viable 可能性."

There was, she argued, a "general 合意" that the 亡命 systems of the European countries were not together working efficiently, nor 供給するing 十分な 保護 for those genuinely 逃げるing 迫害.

"There has to be a better way," she 示唆するd.

Ms Hughes told the 委員会 that the 亡命 使用/適用 扱うing 過程 had been 不正に 影響する/感情d by the 失敗 to 開始する,打ち上げる 首尾よく a computer system ordered by the previous Tory 政府 in 1996, which should have been 操作の by 1998.

In 予期 of a successful (軍隊などの)展開,配備 of that system, the 地位,任命するs of around 1,200 e xperienced 事例/患者 労働者s were 除去するd from the system.
