'刑務所，拘置所 numbers raising 自殺 率'

Phil Wheatley, who took up the position of director general of the 刑務所，拘置所 Service in March, 警告するd that 保護／拘留 should not be over-used.

He said: "It is difficult to work that out. Some of that is because of overcrowding. It is not so much the overcrowding, it is just the sheer 圧力 of numbers, which means that we are moving people into a 地元の 刑務所，拘置所 from the 法廷，裁判所s, then moving them out very quickly, with staff not having 十分な time to try to understand the individual needs of individual 囚人s. So that is part of the problem.

"But it is a very, very 貧困の 全住民, coming in with mental health problems, 厳しい 麻薬 problems, 直面するing long 宣告，判決s, often with from their point of 見解（をとる） their life having fallen apart. And most of the 自殺 problems do relate to that period すぐに after coming into 刑務所，拘置所."

Asked whether more 刑務所，拘置所 spaces would be a 解答 to 罪，犯罪, Mr Wheatley said: "The numbers in 刑務所，拘置所 have been growing, and yes 罪，犯罪 is 減ずるing ... the underlying 傾向 does genuinely appear to be downwards, and we are probably playing our part in that.

"But we are not the answer to 罪，犯罪 ... It is important we don't over-use it, it is expensive, it is 破壊的な to the loved ones of those who come inside, often 完全に innocent families and children who find that their whole life has to change as a result, it is a difficult experience to get through, it shouldn't be lightly used."
