Blair to stand 会社/堅い in EU 会談

EU leaders begin a 戦う/戦い for 力/強力にする today at 会談 on a 議論の的になる 憲法 for Europe.

The 首脳会議 mood has been helped by major 進歩 に向かって a 取引,協定 on 未来 European defence - with the 支援 of both Nato and Washington.

The 文書 on the (米)棚上げする/(英)提議する, a 重要な part of the 提案するd new 憲法, 示すs a 打開 for 操作の defence 率先s under the EU.

And its 条件 満足させる Mr Blair because they make (疑いを)晴らす that any EU 軍の defence 操作/手術s will complement Nato and not compete with it.

That will not stop eurosceptics 告発する/非難するing Mr Blair of selling out on the UK's 伝統的な transatlantic かかわり合いs to Nato, making the 総理大臣 even more 決定するd to 現れる from the 会談 with the 権利 of 国家の 拒否権 損なわれていない not just on defence but on 外交政策,

課税, the economy and social 安全.

But much more is 伴う/関わるd in a 取引,協定 designed to 始める,決める out the EU's 目的, 目的(とする)s, 力/強力にするs and 責任/義務s for 10年間s to come.

The b artering may last for days, on everything from the size of the 未来 European (売買)手数料,委託(する)/委員会/権限 and the 役割 of a new EU "外務大臣" to the number of 投票(する)s each country gets on EU 政策 提案s.

It boils 負かす/撃墜する to a 交渉 about 力/強力にする, with Mr Blair keen to 確実にする EU 政策-making clout is tipped in favour of EU 政府s themselves.

He is 支援するd by the other four of the "big five" member 明言する/公表するs - フラン, Spain, Germany and Italy.

But the small EU countries - 特に the newcomers from central and eastern Europe who join next May - 恐れる 存在 sidelined unless a stronger European (売買)手数料,委託(する)/委員会/権限 代表するs their 利益/興味s.

Germany, which has 二塁打 the 全住民 but only two 投票(する)s more, says the balance has to 是正するd by 減ずるing Spanish and ポーランドの(人) clout in 未来.

The 首脳会議 ringmaster is Mr Berlusconi, whose 目的(とする) is to 現れる 勝利を得た with a 憲法 取引,協定 by Sunday.
