Michael Gove 補佐官s (刑事)被告 over 'secret' emails: 政府 商売/仕事 'hidden from civil servants'

Moving correspondence to 非,不,無-公式の/役人 email accounts would mean they could not be scrutinised by the public under the Freedom of (警察などへの)密告,告訴(状) 行為/法令/行動する.

It is not against the 法律 for 大臣s and 公式の/役人s to use 私的な email for 政府 商売/仕事 as long as they 公表する/暴露する it. However, it is 違法な to 隠す (警察などへの)密告,告訴(状) 関心ing 政府 商売/仕事 from those 捜し出すing public 文書s under the FoI 行為/法令/行動する.

Civil servants were unable to find 明確な/細部 messages, 循環させるd between Mr Gove and his 助言者s, when asked to retrieve them under the FoI 行為/法令/行動する by the 財政上の Times.

The (警察などへの)密告,告訴(状) Commissioner has 接触するd the 最高の,を越す civil servant at the Department for Education to ‘raise 関心s’ about the 扱うing of FoI requests.

The 主張s follow an email sent in February from Dominic Cummings, Mr Gove’s 長,指導者 political 補佐官, 説 he ‘will not answer その上の emails to my 公式の/役人 DfE account or from 保守的なs.com ? I will only answer things that come from gmail accounts from people who I know who they are’.

The email continues: ‘I 示唆する you do the same in general but thats obv (sic) up to you guys ? I can explain in person the 推論する/理由 for this.’ The email was 循環させるd to another special 助言者, Henry de Zoete, one former special 助言者 and four Tory Party 公式の/役人s.

Mr Gove’s 補佐官s 強調する/ストレスd the email was about political rather than 政府 商売/仕事 and therefore did not 違反 the 支配するs.

This is because an 公式の/役人 code of 行為/行う 明言する/公表するs that ‘special 助言者s should not use 公式の/役人 資源s for party political activity’.

A source の近くに to Mr Gove said: ‘The email was sent by Mr Cummings to 保守的な Party 助言者s. The email did not 言及する to Department for Education 公式の/役人 商売/仕事 but to 保守的な Party 商売/仕事 only.

But in an email seen by the FT, Mr Gove is 申し立てられた/疑わしい to have asked five 助言者s about 問題/発行するs covered by the 条件 of the Freedom of (警察などへの)密告,告訴(状) 行為/法令/行動する, 含むing a schools literacy programme and a 削減 of 官僚主義.

The email is 申し立てられた/疑わしい to have been sent from what Mr Gove’s 助言者s called the ‘Mrs Blurt’ account and was 時代遅れの December 29, 2010. Mr Gove 明らかに sums up his 期待s about a judicial review of his 決定/判定勝ち(する) to 取り消す a schools building programme with a 選び出す/独身 word: ‘AAAAAARGGGGGHHHH!!!!!!’.

Although parts of Mr Gove’s email would not be within the remit of the FoI 行為/法令/行動する because they 関心 political 問題/発行するs, the 本体,大部分/ばら積みの of the 文書 relates to 政府 商売/仕事, so redacted excerpts could have been 解放(する)d, the FT (人命などを)奪う,主張するs.

A DfE 広報担当者 said: ‘The department and the 閣僚 Office is (疑いを)晴らす that 私的な email accounts do not 落ちる within the FoI 行為/法令/行動する and are not searchable by civil servants. As the 永久の 長官 has made (疑いを)晴らす he is 満足させるd that 大臣s and special 助言者s 行為/法令/行動する within the 法律.’

Mr Cummings was unavailable for comment yesterday.
