A 検死官 has returned 判決s of unlawful 殺人，大当り at the 検死s into the deaths of two 物陰／風下d 部隊d fans who were stabbed during 暴力／激しさ in Istanbul.

Kevin Speight and Christopher Loftus died from を刺す 負傷させるs received during 衝突／不一致s between fans ahead of a Uefa Cup match against Galatasaray in April 2000.

配達するing his 判決, West Yorkshire 検死官 David Hinchliff 発表するd his 決定／判定勝ち（する） to 令状 to the FA and Uefa to recommend the introduction of an international 議定書 to 保護する fans …に出席するing football matches.

Mr Speight, 40, and Mr Loftus, 35, died after trouble 爆発するd in the centre of Istanbul on the eve of the 半分-final 衝突／不一致.

Summing up the 検死 at 物陰／風下d 検死官's 法廷，裁判所 today, Mr Hinchliff 述べるd the attacks as "an organised 待ち伏せ／迎撃する" by Turkish fans, some of whom were seen to be carrying knives and machetes.

He 追加するd: "It was a pre-planned and orchestrated attack."

Mr Hinchliff ひどく criticised the Turkish police for their 扱うing of the 状況／情勢.

He said: "The police gave the impression they were 的ing the 物陰／風下d 支持者s. Many were struck with batons, many were taken to the police 駅／配置する notwithstanding the fact that they were 負傷させるd and needed hospital 治療."

He 述べるd the 軍隊, which 繰り返して 辞退するd to co-operate with West Yorkshire officers, as "disorganised, uncoordinated, not in 支配（する）／統制する of the 状況／情勢 and ill-用意が出来ている. The police seem to be out of 支配（する）／統制する and their ability was 述べるd by 証言，証人／目撃するs as 存在 diabolical".
