NHS hospitals can get HALF of their income from 私的な 患者s

Health 長官 Andrew Lansley believes the change could help 緩和する 財政上の 圧力s on the NHS
NHS hospitals are to be 許すd to earn up to half their income from? 私的な 患者s ? in a move that could 生成する millions of 続けざまに猛撃するs for the Health Service.
大臣s are to 解除する a ‘制限する’ cap 課すd on 創立/基礎 hospitals by 労働, which has 妨げるd them from using spare 資源s to take on 私的な 患者s.
The move could produce a 重要な new stream of income for the NHS ? and is 支援するd by many of England’s best known hospitals, 含むing the 王室の Marsden and 広大な/多数の/重要な Ormond Street, in London.
Health 長官 Andrew Lansley believes the change could help 緩和する the 財政上の 圧力 on the Health Service, with 利益(をあげる)s ploughed 支援する into services for NHS 患者s.
Mr Lansley said 解除するing the 私的な income cap would ‘直接/まっすぐに 利益 NHS 患者s’.
He 追加するd: ‘If these hospitals earn 付加 income from 私的な work that means there will be more money 利用できる to 投資する in NHS services.

Care: A '制限する' cap that has 妨げるd 創立/基礎 hospitals from taking on 私的な 患者s will be 解除するd
その上に, services for NHS 患者s will be 保護(する)/緊急輸入制限d be
原因(となる) 創立/基礎 hospitals’ 核心 合法的な 義務 will be to care for them.’
創立/基礎 hospitals are part of the NHS but have more freedom than 非,不,無-創立/基礎 NHS hospitals to decide how their services are run.
They can 保持する their 黒字/過剰s an
d borrow to 投資する in new services.
It was in 2004 that the 労働 政府 発表するd the first NHS hospitals to be given 創立/基礎 status. The 大多数 of NHS 信用s now have 創立/基礎 status.?
'HERE'S PROOF THAT IT WORKS'
The 王室の Marsden Hospital is held up by 大臣s as proof that 解除するing the cap on 私的な work will not 損失 the 利益/興味s of NHS 患者s ? and should even 高める them.
The West London hospital, which 誇るs a world-famous 癌 治療 centre, already earns £45million a year from 私的な 患者s.
Critics have 警告するd that the 抱擁する sum ? which 量d to more than a 4半期/4分の1 of its total 歳入 last year ? could distort the hospital’s 優先s.
But the Marsden 主張するs that its 私的な work 利益s NHS 患者s.
The extra 歳入 is ploughed 支援する into the hospital, 許すing it to 改善する care and 行為/行う 研究.
It hopes to 増加する its 私的な income by 40 per cent to £62million over the next two years に引き続いて the 開始 of a £6million 私的な wing.
予定 to its long 跡をつける history of working with the 私的な 部門, the Marsden already has the highest cap in the NHS ? it is 許すd to earn up to 30.7 per cent of its income from? 私的な 患者s.
But 広報担当者 Kerensa Heffron said the cap was a ‘blunt 器具’ that 妨げるd 効果的な 共同 between the public and 私的な 部門s.
She said the 信用’s? 私的な work was ‘not a 交替/補充 for any NHS activity’.
In the past there was no 限界 on the 量 of 私的な work that an NHS hospital could take on.
But, に引き続いて a 列/漕ぐ/騒動 between Tony Blair and Gordon Brown, a cap was 課すd on all hospitals moving to 創立/基礎 status.
As a result, the 量 of 私的な work that 創立/基礎 hospitals can 現在/一般に take on is 限られた/立憲的な to the 量 they did in 2002.
It is typically only 3 per cent of their total income.
In 未来 they could be 許すd to earn up to 49 per cent of their income from 私的な work.
計画(する)s to 廃止する the cap altogether were abandoned because of Lib Dem 関心s and 恐れるs of a possible 合法的な challenge.
But the move 脅すs to 急落(する),激減(する) the 連合 into a fresh 列/漕ぐ/騒動.
Lib Dem MP John Pugh,? chairman of the party’s health? 委員会, said: ‘Blurring the 境界s between public and 私的な 準備/条項 is part of a programme to curtail or end the 明言する/公表する’s 役割 in the 準備/条項 of public services.'
労働 (人命などを)奪う,主張するd it could result in up to 160,000 NHS beds 存在 ‘turned over’ to the 私的な 部門.
労働 health 広報担当者 Andy Burnham said it was ‘the clearest 調印する yet of David Cameron’s 決意 to turn our precious NHS into a U.S. style 商業の system’.
Tory sources said 労働’s own manifesto last year 誓約(する)d to 許す 創立/基礎 hospitals to ‘増加する their 私的な services’ to raise cash
for the NHS.
The change will be 審議d by the House of Lords in the New Year.
A 政府 source said: ‘NHS 患者s will always have 優先.
But we think it is 権利 that when there is spare capacity 利用できる, hospitals should be 解放する/自由な to put it to use to raise money for use within the NHS.’
