Afghanistan has made little 進歩 in the way it 扱う／治療するs women in the past １０年間, a Human 権利s watch 報告（する）／憶測 （人命などを）奪う，主張するs.

Hundreds languish in 刑務所，拘置所 for いわゆる 'moral 罪，犯罪s' such as running away from abusive husbands or 軍隊d marriages.

Those who leave are, in many 事例／患者s, 扱う／治療するd as adulterers and 結局最後にはーなる in 刑務所，拘置所.

HRW even 設立する one 事例／患者 where a woman was in 刑務所，拘置所 after 存在 stabbed in the 長，率いる, chest and 武器 with a screwdriver by her husband because she had 招待するd another man to t 相続人 house.

The husband remains 捕まらないで because the 傷害s were not life 脅すing.

Some 400 women are in 刑務所，拘置所 for ‘moral 罪，犯罪s’.

The 統計（学） are 特に shocking as they come more than ten years after the US-led 侵略 of Afghanistan. One of 明言する／公表するd 目的（とする）s of 政権 change in the Taliban-controlled country was to 改善する the desperate 苦境 of women. ?

Under the Taliban, they were 軍隊d to wear 団体／死体-and-直面する covering burkas and were not 許すd out of the house without a male family member as an 護衛する.

The HRW's 報告（する）／憶測 said police, 検察官，検事s and 裁判官s routinely ignore women’s 告訴，告発s of 乱用, arguing even in the 直面する of physical 証拠 that women are either lying about the 乱用 or making it seem more 厳しい than it was.

'What’s needed first is the political will on に代わって of the Afghan 政府 to 起訴する 暴力／激しさ against women,' Kenneth Roth, (n)役員／(a)執行力のある director of Human 権利s Watch, told reporters in Kabul.

'Police, with a 罪，犯罪 犠牲者 sitting in 前線 of them, see a 犯罪の instead,' said Heather Barr, the group’s Afghanistan 研究員 and author of the 報告（する）／憶測.

The 報告（する）／憶測 is based on interviews in October and November with 58 women and girls in Afghanistan.

A 広報担当者 for the 最高裁判所 said that men and women are 扱う／治療するd 平等に in Afghanistan’s 法律s and 法廷，裁判所s.

'The 法廷，裁判所s of this country hear 平等に 事例／患者s of all Afghan 国民s, without 支払う／賃金ing attention to whether they are men or women,' 広報担当者 Abdul Wakhil Omery.

He said the 裁判長 had seen the Human 権利s Watch 報告（する）／憶測, but did not find 明確な／細部 enough 証拠 to 証明する 悪事を働くこと or 怠慢，過失 in any individual 事例／患者s.

Women's 権利s 行動主義者s have said that they are worried 大統領 Karzai will abandon 約束s to 保護する women's 権利s as he tries to 法廷，裁判所 the Taliban for peace 会談.

Neither the 内部の 省, which 支配（する）／統制するs the police and the 刑務所，拘置所s, nor the 弁護士／代理人／検事 general's office 答える／応じるd to calls 捜し出すing comment.

A 広報担当者 for the 最高裁判所 said that men and women are 扱う／治療するd 平等に in Afghanistan's 法律s and 法廷，裁判所s.

Afghanistan is 広範囲にわたって regarded as one of the worst places in the world to be a woman. A 報告（する）／憶測 on 国内の 暴力／激しさ 収集するd in 2008 概算の that 87 per cent of 女性（の）s had been sexually, 肉体的に or psychologically 乱用d at some point.

Half of these women said they had been 肉体的に 乱用d.

The UN 見積（る）s that 70 to 80 per cent of Afghan marriages are 軍隊d with girls frequently married at a very 早期に age. There is also a high maternal mortality 率.
