Vince Cable 発表するs a new 明言する/公表する-支援するd small 商売/仕事 bank today

Britain has failed to challenge European Union 支配するs which stop 政府s favouring home-grown companies when 手渡すing out 契約s, Vince Cable 認める today.

The 商売/仕事 長官 said UK 大臣s had to be いっそう少なく ‘防御の’ and could learn from countries like Germany by better planning how it can award work to 国内の 会社/堅いs, as he 準備するs to 明かす the 政府’s 産業の 戦略.

He said more could be done to get 一連の会議、交渉/完成する EU 支配するs which, in theory, 封鎖する 政府s favouring their 国内の 産業s.

Mr Cable said: ‘I think it is fair to say in the past - I have said this and 政府 認めるs it - a lot of public 調達 has not been very 戦略の in Britain.

‘We have been a bit too 防御の about the European Union 支配するs.

'We don’t want to become 保護貿易論者 and 国家主義者 in the way we buy things,’ he told BBC 無線で通信する 4’s Today programme.

'But we think we could do a lot more to 促進する British 商売/仕事 though 調達.’

Asked if other EU countries were better at getting managing the 支配するs to support their own 会社/堅いs, Mr Cable 認める: ‘I think that’s fair.’

He said the 連合 had made some 進歩 in 転換ing how it awards work, 含むing on rail 契約s.

A year ago 大臣s were ひどく criticised after a £1.4bn train 契約 was 手渡すd to Germany's Siemens, 脅すing 1,400 redundancies at the Derby factor of 競争相手 会社/堅い Bombardier.

Mr Cable also 明らかにする/漏らすd 大臣s would work to 確実にする 契約s for tunneling were open to British 会社/堅いs ‘because of all the 鉄道 事業/計画(する)s which are now going ahead’.

Vince Cable said the government had looked again at the way it awards contracts, after train firm Bombardier in Derby lost out to German group Siemens

Central to Mr Cable’s 産業の 計画(する)s is a 明言する/公表する-支援するd small 商売/仕事 bank, which will team up with 貸付金 providers to break the stranglehold of the big banks.

But he was unable to give 詳細(に述べる)s of how it would work in practice. He said there ‘may 井戸/弁護士席 be’? 政府 money 利用できる, but the ‘規模 and 範囲’ was still 存在 discussed with (ドイツなどの)首相/(大学の)学長 George Osborne.

Under the 計画(する)s, the 財務省 would sponsor a new 貸す人, which could 申し込む/申し出 credit through smaller 出口s such as Handelsbanken, the Co-op and the Aldermore.

In the ありふれたs last night, Mr Cable 認める that 事業/計画(する) Merlin ? an 試みる/企てる to 始める,決める 堅い lending 的s for Lloyds TSB, Barclays, RBS and HSBC ? had done little more than stabilise levels of 利用できる credit and 妨げる them 落ちるing その上の.

The Lib Dem 大臣 has drawn up a 改造するd 産業の 戦略, with car 製造者s, 航空宇宙学, 生命科学s, construction, energy, higher education and creative 産業s to be 指名するd の中で the big 勝利者s.

THE £1.4BN BUSINESS SCHEME - GUESS HOW MUCH HAS BEEN SPENT?

Nick Clegg's business scheme has been criticised for handing out just five per cent of its money

A 旗艦 growth 計画/陰謀, 始める,決める up by Nick Clegg (picture) has been attacked by MPs after it 現れるd that just 4 per cent of the cash had reached 商売/仕事s.

The Public Accounts 委員会 said only £60million of the £1.4billion マリファナ had reached frontline 事業/計画(する)s.

一方/合間, £470million has been left ‘parked’ in organisations like banks and 会議s that 大臣s have little 支配(する)/統制する over. The 残りの人,物 is unallocated.

Margaret Hodge, who 議長,司会を務めるs the 委員会, said: “Given the 悲惨な 明言する/公表する of the economy, it is nothing short of scandalous that so few 事業/計画(する)s 基金d by the 地域の Growth 基金 have 現実に got off the ground.'

The 地域の Growth 基金 was 始める,決める up two years ago to help create or 保護(する)/緊急輸入制限 more than 328,000 職業s. MPs said just 5,200 地位,任命するs had been created or 保護するd.

商売/仕事 大臣 Michael Fallon said “重要な 進歩” has been made since the 委員会 held the 証拠 開会/開廷/会期s it based the 報告(する)/憶測 on.

He said: 'The 地域の Growth 基金 (RGF) is already creating 職業s in parts of the country that need them most.

'Just under 200,000 職業s have been 打ち明けるd so far and over two thirds of 事業/計画(する)s have started.'

He 解任するd those who favour a ‘laissez-faire’ approach to the 政府’s 扱うing of the economy, 主張するing it is 権利 to 介入する to support 重要な growth 部門s.

‘We do feel that although it is not the hob of 政府 to direct 産業s it should be 私的な 部門 led, there is a 役割 for 政府.

'Pure laissez-faire is not the 権利 way to do things,’ he told 無線で通信する 4.

In a speech today Mr Cable will 収容する/認める many 商売/仕事s still 直面する ‘real 問題/発行するs’ in raising 財政/金融 ? 公表する/暴露するing 人物/姿/数字s showing that in the last 12 months, 33 per cent who 適用するd for a 貸付金 were r 排除する/(飛行機などから)緊急脱出するd.

However, he will say the 政府 has no 意向 of returning to the failed 1970s 政策 of the 明言する/公表する ‘選ぶing 勝利者s’ by selecting individual 会社/堅いs for help.

Britain’s slide into a 二塁打 下落する 後退,不況 appears to have shaken the Tories and the Lib Dems into agreeing to give ground to each other as the 政府 struggles to kickstart growth.

The new Tory 商売/仕事 大臣 Michael Fallon 主張するd yesterday the 政府 was going to make it easier and cheaper for 会社/堅いs to 解任する staff to encourage them to 雇う, a 一貫した 需要・要求する of the Tory 権利 which has been 妨害するd by the Lib Dems.

Mr Fallon, a の近くに 同盟(する) of David Cameron who was 任命するd to the 商売/仕事 department behind Mr Cable’s 支援する in last week’s 政府 改造(する), said the 支配するs would be changes to 緩和する the ‘burdensome’ system of getting rid of underperforming 従業員s.

He said the 連合 would not 生き返らせる 提案s to 許す 会社/堅いs to ‘解雇する/砲火/射撃 at will’ in a 報告(する)/憶測 (売買)手数料,委託(する)/委員会/権限d by Mr Cameron’s former 戦略 長,指導者 Steve Hilton.

But he said: ‘There are going to be changes 発表するd later this week, because we do want to を取り引きする the burdensome nature of 雇うing and 解雇する/砲火/射撃ing people, the cost of 法廷s.

‘A lot of small 商売/仕事s are worrying that if they do take on somebody extra and they’re not sure whether they 成し遂げる 井戸/弁護士席 and they turn out not to be a help to their 会社/堅い, that it’s going to be very expensive and take a lot of 管理/経営 ti me to get rid of them.’

On Friday, the 政府 is 推定する/予想するd to 発表する the introduction of 解決/入植地 協定s, 許すing 会社/堅いs to encourage 従業員s to leave in return for a 支払う/賃金-off.
