REVEALED: Secret new mansion 税金 計画（する） to 大打撃を与える £1m homeowners

George Osborne and Nick Clegg have drawn up secret 計画（する）s for a £2?billion ‘backdoor mansion 税金’ which will clobber 繁栄する parts of Britain.

The （ドイツなどの）首相／（大学の）学長 is ready to give in to 副 総理大臣 Mr Clegg’s 需要・要求するs for new 会議 税金 禁止（する）d on homes 価値（がある） more than £1?million ? in return for 氷点の 福利事業 利益s.

But in a 損失ing 連合 分裂（する）, David Cameron is resisting the move, 恐れるing he will be （刑事）被告 of another U-turn and of 大打撃を与えるing Tory 投票者s in Middle England.

The 総理大臣 is 支援するd by Communities 長官 Eric Pickles, who is in 告発（する），告訴（する）／料金 of 会議 税金. He has destroyed computer 記録，記録的な／記録するs of 会議 税金 valuations in a ‘scorched earth’ 企て，努力，提案 to 破壊行為 the 計画（する）.

Under the Osborne-Clegg 提案s, there would be two or three new 会議 税金 禁止（する）d on homes 価値（がある） over £1?million.

The 自由主義の 民主党員s are 押し進めるing for one of the 禁止（する）d, 適用するing to 所有物／資産／財産s 価値（がある） more than £2?million, to 的 the 最高の rich by 事実上の／代理 as a ‘徴収する’ 同等（の） to one per cent of the value of their home each year.

Such a move would be likely to 証明する 高度に 議論の的になる because, for example, it would mean that a 億万長者 such as steel 有力者／大事業家 Lakshmi Mittal, who owns a 最高の-高級な £250?million house dubbed the Taj Mittal in London’s Kensingto n, would find his 会議 税金 法案 rising from the 現在の £2,151.44? a year for the 禁止（する）d H 所有物／資産／財産 to £2.5?million.

Mr Osborne and Mr Clegg want to 明かす the ‘backdoor mansion 税金’ and 福利事業 凍結する in the （ドイツなどの）首相／（大学の）学長’s Autumn 声明 on December 5.

The 連合 貿易（する）-off is designed to show that rich and poor are both 存在 軍隊d to 株 the 苦痛 of （疑いを）晴らすing the nation’s £126?billion 赤字. The two men tried to 含む a 類似の 税金 on expensive 所有物／資産／財産s in the 予算 earlier this year, but it was 拒否権d by a nervous Mr Cameron.

No?10 否定するs the PM has changed his mind about the 計画（する）. ‘The 総理大臣 is not a fan of 所有物／資産／財産 税金s,’ said a 井戸／弁護士席-placed source.

But, extraordinarily, other sources （人命などを）奪う，主張する Mr Clegg and Mr Osborne are 行為／行うing their 交渉s outside of the formal ‘Quad’, the 重要な 決定／判定勝ち（する）-making 会合s held between Mr Osborne, Mr Cameron, Mr Clegg and 長，指導者 長官 to the 財務省 Danny Alexander.

This time, with an even more 圧力（をかける）ing need for 政府 貯金, Mr Clegg and Mr Osborne believe they have a better chance of 軍隊ing it through.

The Tories say a 福利事業 凍結する, saving a matching £2?billion a year, is 必須の to 避ける （人命などを）奪う，主張するs that people on 利益s are better off than those in work, many of whom have had their 支払う／賃金 frozen ? or 削減（する）.

The Lib Dems say they will 封鎖する the 福利事業 凍結する ? unless Mr Cameron finally agrees to a form of mansion 税金, first put 今後 by Lib Dem 閣僚 heavyweight Vince Cable.

Critics of the new 会議 税金 禁止（する）d say the move is inequitable and impractical. It would 伴う／関わる revaluing homes in the 現在の 最高の，を越す 禁止（する）d, G and H, but not others. They say this is 不公平な because the price of homes in the 州s, such as Shropshire or Lincolnshire, has been overtaken by homes in London and the Home 郡s, where they have 急に上がるd since the last 会議 税金 revaluation in 1991.

現在／一般に, homes are divided into eight 税金 禁止（する）d, 範囲ing from 禁止（する）d A (homes 価値（がある） £40,000 in 1991) to 禁止（する）d H (£320,001 and above in 1991).

In London, which would be 攻撃する，衝突する 不均衡な hard by the 手段, a typical £1?million house is placed in 禁止（する）d G, the second highest, based on its 1991 value of £265,000. 権利-winger Mr Pickles is 熱心に …に反対するd to the 会議 税金 shake-up. When he took office in 2010, he scrapped the Valuation Office 機関 Database, 含む／封じ込めるing house values ? which his 補佐官s had dubbed t he ‘Mansion 税金 Database’ ? on the grounds of 予算 削減（する）s. He argues that it would be 特に 不公平な to 年輩の people on low incomes in big houses and those who have bought homes with hard-earned cash. He also says a revaluation would cost around £260?million, see ‘snoopers’ going into homes to revalue them, and take three years to 器具／実施する fully, with the first 法案s going out in April 2015 ? a month before the May 2015 General 選挙.

He argues that this would ‘大打撃を与える the aspirational 投票（する）’ and lead to 甚だしい／１２ダース geographical 差別 because of 変化させるing 地域の 傾向s in 所有物／資産／財産 prices.

対抗者s of the move also say that it makes a mockery of 公約するs by Mr Cameron and Mr Osborne NOT to introduce a mansion 税金.

Mr Osborne’s 同盟（する）s 否定する it is a mansion 税金, arguing it is ‘an 拡張 of the 会議 税金’.

A Tory source said: ‘It is untrue to call this a mansion 税金. It will not be popular with some of our 支持者s but we have always said the 井戸／弁護士席-off will p ay more 税金. No one could （人命などを）奪う，主張する we are 存在 不公平な on the rich if we manage to 凍結する 福利事業 利益s. The 連合 is about 妥協s.’

Mr Clegg sees it as a chance to 回復する his standing with his party after his U-turn on university? tuition 料金s. One Lib Dem MP said: ‘A mansion 税金 would be a 遺産／遺物 Nick could be proud of.’

Mr Osborne told The Mail on Sunday as recently as last month: ‘We are not going to have a mansion 税金, or a new 税金 that is a 百分率 value of people’s 所有物／資産／財産s.

‘Before the 選挙 they will call it a mansion 税金, but people will wake up the day after the 選挙 and discover suddenly their more modest home has been labelled a mansion. We don’t think people who have worked hard, saved up to buy a home, should be clobbered with a mansion 税金.’

He 解任するd a new 会議 税金 禁止（する）d for big houses as a ‘税金 snoopers’ 借り切る／憲章’, 追加するing: ‘You would have to send 視察官s out and it wouldn’t raise much money. I’m not going to let the 税金 視察官s get their foot in the door.’

The first hint of a U-turn （機の）カム when Mr Cameron said last month: ‘We are going to take その上の 活動／戦闘 to make sure the wealthiest people in our country 支払う／賃金 their fair 株 に向かって 赤字 削減.’

Tory MP David Ruffley told The Mail on Sunday: ‘A 凍結する in 福利事業 is long 延滞の but it is wrong for the Lib Dems to use it to 需要・要求する any 肉親，親類d of mansion 税金. David Cameron is 権利 to resist it.’

But fellow MP Kwasi Kwarteng, who runs the Tory 解放する／自由な 企業 Group, 支援するs the Osborne-Clegg 会議 税金 計画（する）. ‘The 運動ing 軍隊 behind this is that we want to see a 利益 凍結する,’ he said.
