The U.S. 政府 is 放棄するing its 支配(する)/統制する of the Internet's 演説(する)/住所 system in a 転換 that may raise questions about the 未来 direction of online 革新 and communications.

The 決定/判定勝ち(する) 発表するd Friday begins a long-planned 移行 影響する/感情ing the stewardship of the Internet 会社/団体 for 割り当てるd 指名するs and Numbers, or ICANN. That's a not-for-利益(をあげる) 機関 開始する,打ち上げるd in 1998 by the 商務省 to 治める/統治する the system that 割り当てるs website 演説(する)/住所s and directs Internet traffic.

The department's 国家の 遠隔通信s and (警察などへの)密告,告訴(状) 行政, or NTIA, hopes to end its oversight of ICANN's Internet 割り当てるd Numbers 当局 by the time its 契約 満了する/死ぬs in September 2015.

The Internet 割り当てるd Numbers 当局 治めるs the 科学(工学)技術 that keeps computers connected to the Web and steers Internet traffic.

提案s for a new ICANN stewardship will be 受託するd beginning next week at a 会議/協議会 in Singapore.

Although it's too 早期に to tell how 未来 oversight will be 扱うd, the U.S. 政府 appears 決定するd to を引き渡す the reins to an (独立の)存在 without political entanglements.

'We will not 受託する a 提案 that 取って代わるs the NTAI's 役割 with a 政府-led or intergovernmental 解答,' Lawrence Strickling, assistant 長官 at the 商務省, told reporters.

That 声明 may 緩和する 関心s that oversight of ICANN will be turned over to International 遠隔通信s Union, which is part of the 国際連合.

Although other countries have had a say in how the Internet 作品, the U.S. 政府 保持するd 拒否権 力/強力にする over ICANN. That 役割 has 燃料d recurring 審議s about whether the U.S. 政府 発揮するs too much 影響(力) over 科学(工学)技術 that plays such a pivotal 役割 in society and the economy.

The 関心s about the 部隊d 明言する/公表するs' 役割 in ICANN have 強めるd during the past nine months まっただ中に a 一連の マスコミ 漏れるs from former NSA 請負業者 Edward Snowden. The 公表,暴露s have 明らかにする/漏らすd that 政府 秘かに調査する programs have been vacuuming up emails and other personal data off of Internet services for at least the past six years as part of the country's anti-テロ行為 成果/努力s.

Some Internet groups 競う the U.S. 政府 should remain in a 監督上の position to 妨げる leaders in other countries with a history of 抑えるing 解放する/自由な speech from trying to manipulate ICANN in a way that censors online communications.

'Without the U.S. 政府 供給するing an 効果的な backstop to ICANN's 初めの operating 原則s, there would be no 機械装置 in place to stop foreign 政府s from 干渉するing with ICANN's 操作/手術s,' Daniel Castro, 上級の 分析家 for the (警察などへの)密告,告訴(状) 科学(工学)技術 and 革新 創立/基礎, wrote in a Friday blog 地位,任命する.

The U.S. 政府 appears to be trying to dictate the 協議事項 for the 近づいている changing of the guard at ICANN, said Greg Shatan, a New York 弁護士/代理人/検事 専攻するing in Internet 問題/発行するs for th e 法律 会社/堅い of Reed Smith. In the 過程, the U.S. could make it more difficult for other countries 掴むing upon the Snowden 発覚s to 伸び(る) greater 支配(する)/統制する over the 機関.

U.S. leaders 'didn't like the way the 勝利,勝つd is blowing, so they are trying to move the fan to blow the 勝利,勝つd in a different direction,' Shatan said.

Fadi Chehade, ICANN's 大統領,/社長, took a 外交の 姿勢 to the ぼんやり現れるing 転換 in 力/強力にする. 'All stakeholders deserve a 発言する/表明する in the 管理/経営 and governance of this 全世界の 資源 as equal partners,' he said.
