  • '関心ing' findings 明らかにする/漏らすd in 報告(する)/憶測 by HM Inspectorate of Constabulary
  • 犠牲者s of petty offences 推定する/予想するd to look on eBay and 追跡(する) 指紋s?
  • 17 軍隊s also caught (軍隊を)展開する,配備するing PCSOs to 調査/捜査する serious offences
  • And Warwickshire had just a 39 per cent 出席 率 at 罪,犯罪 scenes?

Police are routinely telling 犠牲者s of 罪,犯罪 to become ‘DIY 探偵,刑事s’ and 調査/捜査する offences themselves.

Officers are washing their 手渡すs of thousands of 罪,犯罪s unless the public can 供給する them with 手がかり(を与える)s.

犠牲者s are asked to interview 隣人s, look for 指紋s, find CCTV (映画の)フィート数 and even check eBay for their stolen 所有物/資産/財産.

On the beat: A report by HM Inspectorate of Constabulary has said police are increasingly staying at their desks and asking victims of crime to investigate offences themselves - even by looking for fingerprints or CCTV

On the (警官の)巡回区域,受持ち区域: A 報告(する)/憶測 by HM Inspectorate of Constabulary has said police are ますます staying at their desks and asking 犠牲者s of 罪,犯罪 to 調査/捜査する offences themselves - even by looking for 指紋s or CCTV

If no leads are 設立する police will not even leave t 相続人 desks to 調査/捜査する, and 事例/患者s are の近くにd within hours.

The approach to 罪,犯罪s such as car 窃盗s, vandalism and shed 押し込み強盗s was 明らかにする/漏らすd in a damning 報告(する)/憶測 by the police 業績/成果 監視者.

Roger パン職人, of HM Inspectorate of Constabulary, said officers had ‘nearly decriminalised’ many low-level offences.

‘Unless you’ve got the 力/強力にするs of Mystic Meg, or something like that, [without] turning up and using your 技術s it’s going to be mightily difficult to bring people to 司法(官),’ he said.

‘効果的に what’s happened is a number of 罪,犯罪s are on the 瀬戸際 of 存在 decriminalised. It’s not the fault of the individual staff, it’s a mindset thing that’s crept in to policing to say “we’ve almost given up”.’

His 報告(する)/憶測 also 設立する that 軍隊s are losing 跡をつける of thousands of 嫌疑者,容疑者/疑うs, and often do not know who has failed to answer 保釈(金).

Worrying: Tom Winsor, the Chief Inspector of Constabulary, said lives are being put at risk

Worrying: Tom Winsor, the 長,指導者 視察官 of Constabulary, said lives are 存在 put at 危険

Some 17 軍隊s were caught (軍隊を)展開する,配備するing community support officers (PCSOs) to 調査/捜査する serious offences, 含むing 強襲,強姦s, even though they have little training and no 力/強力にするs of 逮捕(する).

Officers were also (刑事)被告 of inappropriately arranging interviews at their convenience, instead of seeing 罪,犯罪 犠牲者s すぐに.

上級の staff were criticised for having little idea of what their 従業員s 現実に do all day. But 公式の/役人s saved their most scathing comments for the ‘現れるing 傾向’ of asking 犠牲者s to solve their own 罪,犯罪s, and いわゆる ‘desk-based 調査s’.

They 最高潮の場面d how 犠牲者s are 存在 told to make their own enquiries, from 追跡(する)ing for 指紋s to checking second-手渡す sales websites. Mr パン職人 said: ‘HMIC finds this 期待 that the 犠牲者 should 調査/捜査する his own 罪,犯罪 both surprising and a 事柄 of 構成要素 関心.

'The police have been given 力/強力にするs and 資源s to 調査/捜査する 罪,犯罪 by the public, and there should be no 期待 on the part of the police that an inversion of that 責任/義務 is 許容できる.’

公式の/役人s said that if ‘適切に carried out’, 調査s by an officer at his or her desk can be a ‘cost-効果的な’ way of 取引,協定ing with a 報告(する)/憶測 of a 罪,犯罪.

However, in the 広大な 大多数 of 事例/患者s the practice is 単に an 行政の 手続き that sees a 罪,犯罪 記録,記録的な/記録するd, then とじ込み/提出するd away and forgotten.

‘All too often, “desk-based 調査” appears to mean little or nothing more than 記録,記録的な/記録するing a 罪,犯罪 without taking その上の 活動/戦闘,’ Mr パン職人 警告するd.

His 報告(する)/憶測 設立する 出席 率s at 罪,犯罪 scenes 変化させるd 広範囲にわたって between 軍隊s, from 39 per cent in Warwickshire to 100 per cent in Cleveland.

Tom Winsor, the 長,指導者 視察官 of Constabulary, said many 上級の officers 欠如(する) the basic (警察などへの)密告,告訴(状) they need to direct their staff 効果的に.

He said lives are 存在 put at 危険 because 軍隊s are not (軍隊を)展開する,配備するing their 資産s to the ‘highest level of efficiency and 有効性’.

Last week it 現れるd that millions of card 詐欺 事例/患者s were left out of 人物/姿/数字s used by the 政府 when (人命などを)奪う,主張するing 罪,犯罪 has fallen.

研究員s 設立する nearly 4million offences were ignored in the 罪,犯罪 調査する for England and むちの跡s. When 追加するd to that data, they show 罪,犯罪 has risen by 50 per cent, from a 記録,記録的な/記録する low of 7.3million offences a year to 11million ? with seven people defrauded every minute.
