British 兵士s have been banned from shouting at 謀反の terror 嫌疑者,容疑者/疑うs, banging their 握りこぶしs on (米)棚上げする/(英)提議するs or 塀で囲むs, or using '侮辱ing words' in new 'soft-touch' 支配するs for 尋問.

軍の 長,指導者s have 警告するd that 軍隊/機動隊s are 'no longer able' to carry out 戦術の 尋問, placing the lives of 兵士s at serious 危険.

The 改訂するd 'Challenge Direct' 規則s were introduced after Iraqi 抑留者 Baha Mousa died in 保護/拘留 with 93 傷害s after 存在 kicked and punched by 兵士s in Basra.

But there is said to be growing 関心 within the 階級s as 軍隊/機動隊s believe the 最新の 支配するs are so strict that it makes 尋問 pointless.

This comes days after it 現れるd that the 中央情報局 支配するd 抑留者s to 議論の的になる 拷問 techniques 含むing waterboarding, 'rectal feeding' and sleep deprivation.

陸軍大佐 Tim Collins, a retired Northern Irish 軍の officer, said the 支配するs on 尋問s have been 強化するd up because of the lawyers since he left the British Army.

'The 影響 of the 救急車-chasing lawyers and the play-it-安全な 裁判官s is that we have got to the point where we have lost our 操作の 能力 to do 戦術の qu estioning. That in itself brings 危険s to the lives of the people we (軍隊を)展開する,配備する,' he told The Telegraph.

'These 謀反のs are not nice people. These are 犯罪のs. They behead people; they keep sex slaves. They are not normal people.'

The previous 政策 - known as '厳しい' ? 許すd 兵士s to show 'psychotic 傾向s', and 目的(とする) 'personal 乱用' at a 捕虜 who could be 'taunted and goaded'.

They were permitted to 'shout as loud as possible [with] uncontrolled fury' at a 捕虜.

The 合法性 of these techniques were brought into question after the death of Baha Mousa, as the innocent 非軍事の was 設立する to have 苦しむd an 'appalling episode of serious gratuitous 暴力/激しさ'.

An 調査 into his death, published in 2011, 公表する/暴露するd that he had been 支配するd to 支えるd beatings by 兵士s from 1st 大隊 the Queen's Lancashire 連隊 in September 2003.

The new 指導基準s have 制限するd the use to shouting to a couple of seconds at a time ? and is only meant to 伸び(る) a 捕虜's attention.

But these were challenged once again after Iraqi 国家の Haidar Ali Hussein 告訴するd the 省 of Defence 説 it should 禁止(する) 兵士s from shouting or making '厳しい comments' to 抑留者s.

Although Mr Hussein's 拘留,拘置 predated the new 政策, his 合法的な team argued the technique which 伴う/関わるs 'shouting or 叫び声をあげるing in a 抑留者's 直面する' - 違反s the Geneva 条約.

The 法廷,裁判所 of 控訴,上告 threw out Mr Hussein's challenge - but in doing so 公表する/暴露するd how the technique 作品 and when it can be 適用するd.

Lord 司法(官) Lloyd Jones and two fellow 法廷,裁判所 of 控訴,上告 裁判官s 支配するd the Challenge Direct 政策 lawful as it did not '伴う/関わる any?違反 of the 義務 of humane 治療'.

Defence 長官 Michael Fallon, the Defence 長官, has said he is 関心d about the rising cost of 合法的な 事例/患者s and the scrutiny on British 軍隊/機動隊s.

'What's important for us is to understand the 合法的な scrutiny that we are under all the time now, the 事例/患者s that are 存在 brought いつかs spuriously by 法律 会社/堅いs 代表するing people who (人命などを)奪う,主張する they were wrongly 拘留するd.

'Our 武装した 軍隊s are under a 抱擁する degree of scrutiny.' He said he 恐れるd this could inhibit 指揮官s in the field in 未来.'

A 広報担当者 for the 省 of Defence said: 'Whilst we will 調査/捜査する and take appropriate 活動/戦闘 when there are 信頼できる (人命などを)奪う,主張するs of serious 虐待 and 乱用, we will defend ourselves from (人命などを)奪う,主張するs that we believe are without 長所.'

DEATH OF IRAQI BAHA MOUSA

Mr Mousa, a 26 year-old father-of-two, died after 支えるing 93 傷害s while in 保護/拘留 in Basra, southern Iraq, in 2003.
