Nursery nightmare for '普通の/平均(する)' boy

If he was the child of a 選び出す/独身 mother, newly arrived in Britain and living in a tower 封鎖する, his 十分な-time place at the 地元の nursery school would have been a 形式順守.
But, unfortunately for Christopher Townsend, he happens to have an English-speaking mother and father and live in a nice home with a garden.
That, によれば the nursery's admissions 基準, means he is last in line when it comes to getting a place.
Christopher's mother Nicki has therefore been told that her son will be 許すd to …に出席する only on a part-time basis.
St Werburgh's Park Nursery School in Bristol says it is pre-empting a 会議-wide 政策 on admissions which is 予定 to come into 軍隊 in September 2005.

'Really 不公平な'
Christopher's mother, an occupational therapist, said: "I was told he did not fit the 基準 as he had English as his first language and (機の)カム from a home with a garden. I was shocked and surprised. It is really 不公平な that children and parents who have lived in the locality all their lives are 存在 penalised."
行方不明になる Townsend, 39, has lived within a 石/投石する's throw of the nursery in Eastville, Bristol, for five years with Christopher's father, occupational therapy assistant Tony Duggan, also 39. She is furious that her son's education is 存在 jeopardised.
"I think it is important that children from all cultures and backgrounds get to mix at school," she said.
"If they need help with their English they should be given every 適切な時期 but it shouldn't be at the expense of other children's education.
"I don't see what having a garden has to do with my son's 教育の needs."

Bristol City 会議 says the new 政策 '反映するs' 国家の guidanc e which recommends 黒字/過剰 nursery places should be 的d at 'disadvantaged' children.
Every three and four-year-old is する権利を与えるd to a 解放する/自由な part-time nursery place but many parents want 十分な-time 準備/条項.
Some nurseries are able to 申し込む/申し出 十分な-time places if they do not have enough applicants to fill their part-time places.
When deciding how to 配分する the places, nurseries in Bristol are told to prioritise children 'in need'. This 含むs 亡命 探検者s, the 無能にするd, children in care and those on the social services 'at 危険' 登録(する).
After that, it is left up to nurseries to decide how to 配分する any 十分な-time places they are able to 申し込む/申し出.
Bristol City 会議 is about to introduce その上の 詳細(に述べる)d 基準 which takes into account parents' income, 基準 of living, health and psychological 明言する/公表する.
