Tories 誓約（する） greater education choice

Parents could send their children to the school of their choice under 計画（する）s 始める，決める out by the 保守的なs today.

A Tory 政府 would let parents 適用する to any 明言する／公表する school, 関わりなく its 場所.

They could also 適用する to 独立した・無所属 schools 供給するing a good education for the cost of a 明言する／公表する school place, with the taxpayer 地盤 the 法案.

The Tory 計画（する）s would also let 私的な companies and even parents 始める，決める up schools.

And they are 約束ing an extra £15 billion for schools by 2009-2010 - enough to 支払う／賃金 for 260 new 第２位 schools.

First choice school

The 保守的なs say their 計画（する）s would mean 100,000 more parents would be able to send their children to their first choice school in the first 称する，呼ぶ／期間／用語 of a Tory 政府.

Tory leader Michael Howard 詳細（に述べる）d the 計画（する）s in a その上の 試みる／企てる to move the political 協議事項 on to the 重要な battleground of public services in the run-up to the General 選挙.

They mirror the health 計画（する）s he 明かすd last week to give 患者s greater choice over where they go for 治療.

独立した・無所属 school

But parents could also send their children to an 独立した・無所属 school. However, unlike their NHS 計画（する）s which would give 患者s half the cost of 治療 if they chose more expensive care outside the NHS, the school would not be able to 告発（する），告訴（する）／料金 the parent.

The money the taxpayer would spend on the child's education - £5,500 from 2007-2008 によれば 政府 人物／姿／数字s - would then go 直接／まっすぐに to the school.

The Tories say the number of good school places would 増加する because popular schools would 拡大する and new ones would be 始める，決める up wherever there was parental 需要・要求する.

A Tory 政府 would 廃止する the 控訴，上告s パネル盤, giving 長，率いるs and 知事s 支援する the 当局 to を取り引きする 破壊的な pupils. It would also 捨てる 的s 課すd on schools.

Mr Howard said: "We will give teachers the freedom to teach, 削除するing 支援する the undergrowth of 的s and brambles of 官僚主義."

The third element is the 権利 to 供給（する）. 私的な companies, 約束 groups and parents would be able to 始める，決める up new schools and take over failing ones.

基金s would be 配分するd 直接／まっすぐに to schools によれば pupil numbers. The Tories 主張する that would not mean larger class sizes because capacity would 増加する.

Decent education

Speaking at 保守的な Central Office in Westminster Mr Howard said: "Every parent, whatever their background and wherever they live, wants one thing for their children: a decent education in a school where 基準s are high and discipline is good.

"Sadly, for too many parents, that is something their children are 否定するd - unless they can afford to 支払う／賃金 for it. Too many parents in Britain today 簡単に have to shut up and take what they are given by the 明言する／公表する. I want to give every parent the 肉親，親類d of choice in education that today only people with money can buy."

影をつくる／尾行する education 長官 Tim Collins 追加するd: "Tens of thousands of parents cannot get their child into the school they want, while the 政府 forbids popular schools 拡大するing. No wonder there is such a cry for change."

B ut the 計画（する）s （機の）カム under attack from teaching unions and the 政府. The NASUWT said all previous 試みる／企てるs at giving parents choice had 証明するd "illusory".

副 general 長官 Jerry Bartlett said sending children to schools outside their neighbourhood was not an 選択 for the 広大な 大多数 of parents.

More freedom

The 国家の 協会 of 長，率いる Teachers said the 計画（する） would fail to 達成する its main 客観的な.

"The Tories are going 支援する to the Fifties, 増強するing their 見解（をとる） that only a small number of schools can 配達する good results for only a few pupils."
