Under 現在の 指導基準s, parents can 適用する for their children to …に出席する their 地元の school, 供給するd they live within the catchment area.
However, if there are too many 使用/適用s, 会議s have to filter them using the 支配するs and 指導/手引 始める,決める 負かす/撃墜する in the 公式の/役人 school admissions code.
Every year thousands of children are 否定するd admission to the school their brothers or sisters go to because of a squeeze on places.
Now Mr Gibb wants to make the sibling 支配する 義務的な so that 地元の 当局 would have to 申し込む/申し出 places to brothers and sisters.

His mother Claire, 36, was told the school was over-subscribed and she has had to enrol him in an 幼児 school two miles away.

‘If you have two young children, one goes into 歓迎会 and one is in year three and they are at different schools, it is a nightmare for them,’ he told the Sunday Telegraph.
‘I think it should be a 必要物/必要条件, as long as you live within the catchment area and one of your children is at the school already, that there should be a 権利 for your next child to go to that school.’
