New 力／強力にするs to fight terror 脅し

The 政府 has 明かすd an 前例のない 始める，決める of 堅い 安全 法律制定 as part of the Queen's Speech, 主張するing new 議論の的になる 対策 are needed to 戦闘 the 脅し of international テロ行為.

大臣s flagged up 計画（する）s for a 草案 反対する-テロ行為 法案 - likely to 含む political hot potatoes such as no-陪審／陪審員団 裁判，公判s for テロリスト 事例／患者s and the use of phone-（電話線からの）盗聴 証拠 in 法廷，裁判所 for the first time.

The 計画（する）s 飛行機で行く in the 直面する of civil liberty 選挙運動者s who have already 警告するd of 不正s as the 政府 also 準備するs to introduce civil orders - 類似の to anti-social behaviour orders - against individuals 簡単に 嫌疑者，容疑者／疑うd of "行為／法令／行動するs 準備の to テロ行為".

Speaking before the Queen's Speech, Shami Chakrabati, director of the civil liberties group Liberty, said: "The Home 長官 has not got a 記録，記録的な／記録する of showing 広大な／多数の／重要な deference for democratic values and the 支配する of 法律."

Al Qaeda 脅し

The 法案 follows （人命などを）奪う，主張するs however, 明らかにする／漏らすd last night, of a 失敗させる／負かすd Al Qaeda 陰謀（を企てる） to repeat the 9/11 horror in London. Islamic テロリストs 明らかに ーするつもりであるd to 飛行機で行く highjacked 計画（する）s into the three 超高層ビルs of Canary Wharf, Britain's tallest buildings.

Heathrow Airport was also 指名するd as another possible 的 in the 陰謀（を企てる） - 明らかに 失敗させる／負かすd by the 安全 services.

The 発覚s, from what was called an 権威のある 上級の source with no axe to grind, 追加するs 信用性 to （人命などを）奪う，主張するs that the 脅し from Al Qaeda is real.

However, the repeated 警告s of terror 脅しs, followed by the 告示 of draconian 安全 対策, has led to （人命などを）奪う，主張するs that the 政府 is fuelling 恐れる ーするために 伸び（る） 投票（する）s in the coming General 選挙.

自由主義の 民主党員 home 事件／事情／状勢s 広報担当者 示す Oaten （刑事）被告 the 政府 of creating a "気候 of 恐れる" over テロ行為 and 罪，犯罪 in the hope of 得るing political advantage.

Many people no longer know what to think about the 安全 脅し - 怪しげな of the 動機s behind many of the 計画（する）s 発表するd in today's Speech.

On the Mail online message boards, for instance, one person said: "Am I alone in 存在 very 怪しげな of the truth behind the 最新の 告示 re Al Qaeda and terror 計画（する）s to attack London and the Canary Wharf? Is it coincidence that this "news" appears just as Blunkett is 押し進めるing for more 制限する 法律s - just before the Queen's speech and just before the 来たるべき 選挙? I have now reached that terrible 明言する／公表する when I can't really believe anything fed to me by the 明言する／公表する... even if it might one day be true."

Others 答える／応じるd: "At the 危険 of 存在 obvious - if we are already 首尾よく 反対するing these テロリスト 脅しs, why do we need more draconian 法律s to 反対する them?"

政府's defence

The 政府 has ignored all its critics, however, to 発表する the 議論の的になる 計画（する）s regardless. Today's Speech also talked of channeling 付加 資源s into the 安全 services - with their capacity to 二塁打 over the next three years.

The Queen said in her 演説（する）／住所: "My 政府 recognises that we live in a time of 全世界の 不確定 with an 増加するd 脅し from international テロ行為 and organised 罪，犯罪."

The 草案 法案 will be the 製品 of a 過程 already under way.

In February the 政府 published a discussion paper - 反対する-テロ行為 力／強力にするs: Reconciling 安全 and Liberty in an Open Society - as a means of 開始する，打ち上げるing a public 協議 on 反対する-テロ行為 問題／発行するs. The results of that 協議 演習 are sti ll 存在 considered.

Today the Home Office also 強調する／ストレスd the links between テロ行為 and organised 罪，犯罪.

It said: "テロリストs 株 many 特徴 with organised 犯罪のs and in many parts of the world the 境界 between the two is ますます blurred.

"Many テロリスト groups use organised 罪，犯罪 to 基金 their activities, so a successful approach to organised 罪，犯罪 is inseparable from our wider 成果／努力s to 持続する 国家の 安全."

The 政府 also sought to 最高潮の場面 its 出資／貢献 to international 成果／努力s to 妨げる テロリストs from acquiring 武器s of 集まり 破壊.

The Foreign Office said the 政府 would be 捜し出すing to 強化する the 実施 of 存在するing multi-lateral 成果／努力s to 戦闘 増殖, and 支持する／優勝者 new 率先s to 答える／応じる to new 脅しs, 特に those 提起する／ポーズをとるd by "非，不，無-明言する／公表する actors" - テロリストs and 調達 網状組織s.

"We 目的（とする） to 阻止する, check and roll 支援する programmes for the 開発 of WMD and 関係のある 配達／演説／出産 systems in countries of 関心, and to 減ずる the 供給（する） of and 需要・要求する for such 武器s 世界的な," the Foreign Office said.

Speaking ahead of the Speech, 副 総理大臣 John Prescott said the 政府 is 捜し出すing to strike a balance between 戦闘ing テロ行為 効果的に and 持続するing civil liberties.

Mr Prescott told BBC 無線で通信する 4's Today programme that the public is ready to 受託する 制限s on individual freedom for the sake of 改善するd safety.

"If we went to the public and said 'This is modern テロ行為, these are the 全世界の problems we have got, but we are not going to do anything - but don't worry, you will feel 解放する／自由な', would they feel 解放する／自由な if they are 直面するing these 脅しs?" asked Mr Prescott.

"Doesn't the 政府 have a 責任／義務 to 行為／法令／行動する and 正当化する its 活動／戦闘s to 議会 and the public?"
