Queen's Speech 強化するs 安全 支配する

Tony Blair has 明かすd an 前例のない 始める，決める of 堅い 安全 法律制定 as part of the Queen's Speech on the 主題 '安全 and 適切な時期 for all'.

The Queen's Speech 含むs 32 法案s, with 重要な 対策 to introduce 議論の的になる ID cards, 設立する a Serious Organised 罪，犯罪 機関 and 取り組む 麻薬 乱用 and petty 罪，犯罪.

The 法案s are 推定する／予想するd to be 急ぐd out this week in a 企て，努力，提案 to build 勢い for the 切迫した General 選挙運動, as the 総理大臣 is desperate to swing the 焦点（を合わせる） away from Iraq.

In what is almost certainly the last 儀式 before the next General 選挙, 推定する／予想するd in May 2005, Her Majesty read out the 政府's 計画（する）s for the next few months in only 10 minutes.

  • The Queen 発表するd a 草案 反対する-テロ行為 法案, though no 明確な／細部 対策 are identified in the speech.

    • Other 対策 are designed to make people feel more 安全な・保証する in their own homes and streets.

  • The Clean Neighbourhoods and 環境 法案 will give 地元の 会議s more 力／強力にするs to 取り組む 飛行機で行く-tipping, abandoned cars, noise nuisance and light 汚染.

  • A 麻薬s 法案 is designed to give the police more 力／強力にするs to を取り引きする 麻薬 abusers, while 改善するing rehabilitation 施設s.

  • A Road Safety 法案 will give police new 力／強力にするs to 取り組む drink-運動ing and uninsured drivers and make sure foreign drivers cannot escape 罰 in Britain.

  • And 総理大臣 Tony Blair has 実行するd his 約束 to 貿易（する）s unions for 活動／戦闘 on 法人組織の／企業の 過失致死 with a 草案 法案 含むd in the programme. It 約束s to 持つ／拘留する bosses to account where they have not paid proper regard to the safety of their 労働者s or the public.

  • 消費者s are to get greater 権利s and 改善するd 保護 in an 精密検査する of the credit 法律s 発表するd today.

  • On the "適切な時期" 主題, the Speech - 配達するd まっただ中に 伝統的な pomp and pageantry from the golden 王位 in the House of Lords - 含むs a 手段 to 延長する child 利益 to families where youngsters 老年の 16-19 are still in training and その上の education.

  • An Animal 福利事業 法案 will pull together 存在するing 法律制定 on animal 福利事業 in England and むちの跡s - with 憶測 the 政府 could also use it to 修正する the 追跡（する）ing 行為／法令／行動する to bring in a 延期する on the 禁止（する） until July 2006.

  • The 議論の的になる 賭事ing 法案 is の中で three 法案s carried over from the last 開会／開廷／会期, although it is not 特に me ntioned in the Speech.

    • Tory leader Michael Howard and 自由主義の 民主党員 leader Charles Kennedy will give their 公式の／役人 reaction to the 対策 when 審議 begins in the ありふれたs this afternoon.

    But this morning, before the 対策 were 発表するd, 保守的な Party co-chairman Liam Fox told the BBC: "The most important thing about this Queen's Speech is that we are 審理，公聴会 far more of the same from Tony Blair - more 約束s, more talk and more of the wrong 優先s."
