Drivers 直面する tougher 刑罰，罰則s in road safety 厳重取締

A 厳重取締 on 運転者s using 動きやすい phones and more 柔軟な スピード違反 罰金s were の中で 対策 in a Road Safety 法案 発表するd in the Queen's Speech today.

A 鉄道s 法案 which will enable the 政府 to carry out its 以前-発表するd 計画（する）s to shake up the way the 鉄道s are run was also 発表するd.

The 政府 is also bringing 今後 a Crossrail 法案 to build the long-を待つd and much-延期するd cross-London Crossrail 計画／陰謀. But, as already 明らかにする／漏らすd, the 事業／計画（する） will not be ready in time for 2012, should London be awarded that year's Olympics.

The Road Safety 法案 is designed to help the 政府 達成する its １０年間-end 的s for 減ずるing deaths and serious 傷害s on the roads.

It will 捜し出す to bring in tougher 刑罰，罰則s for 運動ing while using a 手渡す-held 動きやすい phone and also for careless and inconsiderate 運動ing and using a 乗り物 in a dangerous 条件.

The 法案 will also 取り組む drink-運動ing by enabling 義務的な re-実験（する）ing of the worst 違反者／犯罪者s and 供給するing the police with the 力／強力にする to take 証拠 at the 道端. It will also の近くに a （法などの）抜け穴 許すing 違反者／犯罪者s at highest 危険 of re-感情を害する／違反するing to 運動 未解決の 医療の 調査s.

The 政府 has already 輪郭（を描く）d 計画（する）s to have 卒業生（する）d 罰金s for スピード違反 and this 政策 was 確認するd today in the Road Safety 法案. The new system will distinguish between a driver travelling at, say, 32mph in a 30mph 限界, and another going at, say, 39mph.

The 法案 will also 明らかにする which 乗り物s can 越える 限界s in 緊急 状況／情勢s, look at the problem of 疲労，（軍の）雑役-関係のある 事故s, 許す the police to more 効果的に use モーター 保険 data and number plate 承認 科学（工学）技術 to （悪事，秘密などを）発見する uninsured drivers, and 許す 法廷，裁判所s to make 増加するd use of retraining courses for serious poor-運動ing 違反者／犯罪者s.
