Couple whose babies are stillborn are 存在 軍隊d to 告訴する NHS hospitals just to get answers about what went wrong, one of Britain’s 最高の，を越す doctors has 警告するd.
They are 存在 押し進めるd 負かす／撃墜する the 合法的な 大勝する ? which can cost taxpayers 抱擁する sums ? because hospitals have a ‘do not apologise, do not explain’ mentality, said Dr Suzy Lishman, 大統領，／社長 of the 王室の College of 病理学者s.
Dr Lishman is 支援 The Mail on Sunday’s ‘Clara’s 法律’ （選挙などの）運動をする, calling for 検死官s to be given the 合法的な 権利 to 調査／捜査する 事例／患者s where babies die in 労働.
At the moment, hospitals can 調査／捜査する these 悲劇s themselves, even though their own staff might have been responsible, 主要な to 恐れるs of cover-ups.
Incredibly, 検死官s are 妨げるd from 開始 検死s into stillbirths unless there were 調印するs that the baby might have been born alive.
The （選挙などの）運動をする is 指名するd after Clara Tully, who died すぐに after birth in March last year. Her mother had to fight for an 検死 after 存在 told by doctors at Warrington Hospital in Cheshire that her baby was stillborn, and so had no 権利 to a 審理，公聴会.

Dr Lishman believes 検死官s should work with ‘医療の examiners’, a new class of doctor 仕事d with 診察するing every death in their area. They would 選ぶ up unusual patterns, such as high numbers of stillbirths or neonatal deaths at one hospital, which might 示す poor care.

Mr Davenport is 支援 The Mail on Sunday’s call for 検死官s to have the 権利 to 調査／捜査する all stillbirths. He said: ‘We were begging for a caesarean but were 辞退するd. The 欠如（する） of 利益／興味 from the hospital was unbelievable. All we kept 審理，公聴会 was, “We are busy, you’ll have to wait.” ’
He 追加するd: ‘We’d love the 法律 to be changed ? hospitals need to be held accountable.
‘As the 法律 stands, because Layla didn’t draw a breath, she’s got no 権利s. It’s as if she never 存在するd.’
