Russia to 強化する foreigner 入ること／参加（者）

Russia could の近くに its doors to foreigners who show a 欠如（する） of 尊敬（する）・点 for its 当局 and its 国家の traditions under a new 草案 法律 that won 初期の 議会の 支援 today.
The 明言する／公表する Duma lower house, 支配するd by a Kremlin-controlled 圏, 認可するd in the first reading nearly 100 改正s to 法律s 規制するing the status of 非，不，無-ロシアのs on its 領土.
Under one 改正 any foreigner みなすd to have 行為／行うd "disrespectful 活動／戦闘s" against the 連邦の 当局, 明言する／公表する symbols or basic values of ロシアの society could be 閉めだした from Russia. A foreigner could also be stopped from entering if he was considered to have 損失d Russia's international prestige.
The 草案, which has to pass two more Duma readings and be 調印するd into 法律 by 大統領 Vladimir Putin, did not （一定の）期間 out what would define Russia's basic "spiritual, cultural and public" values.
But it said the 決定／判定勝ち（する） to 禁止（する） a particular person could be made by the 大統領，／社長, 議会, 政府 or 法廷，裁判所.
Asked about 手続きs for barring foreigners, one of the 法案's authors, Vladimir Piligin, said: "There is nothing 複雑にするd. Each 会・原則 will use its own 手続きs. For instance, the Duma can do this through a 声明."
Anti-ロシアの 行為／法令／行動するs, 含むing 燃やすing 国家の 旗s or images of ロシアの leaders, are not unusual in some ex-Soviet 明言する／公表するs, where Moscow is still associated by many 対立 政治家，政治屋s with its former 役割 of a 植民地の 力／強力にする.
It was not （疑いを）晴らす whether the move had been 奮起させるd by the Kremlin, whose 寛容 of 批評 from abroad has 少なくなるd, or （機の）カム from within the Duma itself.
The Duma, whose 伝統的に low 人気 拒絶する／低下するd その上の after the 2003 選挙 success of the 部隊d Russia 圏 turned it into a Kremlin rubber stamp, has often 可決する・採択するd 法律s 明確に meant to strike a chord in society.
In the past few months, for instance, Putin has had to step in to quash 法案s 目的（とする）d at banning me dia ニュース報道 of テロリスト 行為／法令／行動するs, stopping 暴力／激しさ 存在 shown on television or barring beer-drinking in the streets.
