The first hours of Tony Blair's third 称する,呼ぶ/期間/用語 were 示すd by 大混乱 and 混乱 last night as he tried to carry out a far-reaching 内閣改造.

The 総理大臣 met a 塀で囲む of 抵抗 from 大臣s who 辞退するd to move and others who complained about the 職業s they were 申し込む/申し出d.

What was supposed to be a straightforward re-ordering of the deckchairs turned into a 実験(する) of wills that 強調するd his loss of 当局.

The 改造(する) also 供給するd the first 調印するs of the 緊張s Westminster 推定する/予想するs to see develop between Mr Blair and Gordon Brown now that the 選挙運動 同盟 they (1)偽造する/(2)徐々に進むd is no longer needed.

In a day that saw ますます 混乱させるd messages 現れる from 負かす/撃墜するing Street as 大臣s haggled for their 大臣の地位s, an 告示 was 延期するd until 9pm, 高くする,増すing the impression of political 証拠不十分 誘発する/引き起こすd by the 低迷 in 労働's 大多数.

New 閣僚

The three main offices of 明言する/公表する as 推定する/予想するd remain 不変の, with Gordon Brown as (ドイツなどの)首相/(大学の)学長, Jack Straw as Foreign 長官 and Charles Clarke at the Home Office.

John Reid moves from Health to Defence. Mr Reid has become Mr Blair's favourite stopgap 大臣 who can be called in to any 違反 left by his たびたび(訪れる) 改造(する)s. This will be his sixth 閣僚 地位,任命する in as many years.

Mr Reid's 職業 at Health is taken on by Patricia Hewitt, who moves from 貿易(する) and 産業.

David Blunkett is given a second chance five months after his 辞職 に引き続いて the 列/漕ぐ/騒動 over his lover, her children and her nanny.

He takes over Work and 年金s and will find himself having to 交渉する with his friend and 競争相手 Mr Brown on 改革(する)ing the 退職 system.

Mr Blunkett was の中で a succession of 上級の 人物/姿/数字s seen going through the 黒人/ボイコット door of Number 10 yesterday, to reemerge a short time later after 会合 the 総理大臣.

Sources said each was given a five-minute 会合. Mr Brown's 開会/開廷/会期, however, stretched to 45 minutes as they discussed other 閣僚 任命s. The (ドイツなどの)首相/(大学の)学長 was later 拍手喝采する by 財務省 staff as he returned to the base he has 支配するd for eight years.

騒動

But 安定 at the 最高の,を越す could not disguise the 騒動 その上の 負かす/撃墜する and the 重要な demotions that Mr Blair tried to 押し進める through.

One of the main 犠牲者s was John Prescott who 設立する himself stripped of his 大臣の 責任/義務s and left with just a 肩書を与える - First 国務長官 and 副 総理大臣 and little else. He left 負かす/撃墜するing Street last night with a thunderous look on his 直面する.

His 責任/義務s for 地元の 政府 have been 手渡すd to the arch-Blairite David Miliband, who enters the 閣僚 in 告発(する),告訴(する)/料金 of a new department for Communities and 地元の 政府.

In 新規加入 to humiliating Mr Prescott, the 昇進/宣伝 for one of 労働's rising 星/主役にするs puts him on a 衝突/不一致 course with

Mr Brown on one of the most difficult questions 直面するing Mr Blair in his third 称する,呼ぶ/期間/用語: 会議 税制改革.

In another 昇進/宣伝 into a new department Alan Johnson - tipped by many as a 未来 leader - is put in 告発(する),告訴(する)/料金 of the Department for 生産性, Energy and 産業.

This is the 改名するd Department of 貿易(する) and 産業 which will take over another 極度の慎重さを要する dossier, the 再開 of the 核の 産業.

In what looks like a demotion, the ambitious Peter Hain is shunted to the backwater of Northern Ireland, while 保持するing 責任/義務 for むちの跡s. The 任命 is likely to 怒り/怒る Ulster 政治家,政治屋s who will resent their 事件/事情/状勢s 存在 lumped in with those of the principality.

Defence 長官 Geoff Hoon, 乱打するd by the 列/漕ぐ/騒動 over the Iraq war and his 役割 in the death of 政府 scientist David Kelly, moves at his own request to 取って代わる Mr Hain as Leader of the ありふれたs, where he will have to get the 政府 商売/仕事 through にもかかわらず a 大多数 減ずるd to just 66.

Other 昇進/宣伝s

In other 昇進/宣伝s 移民/移住 大臣 Des Browne enters the 閣僚 as 長,指導者 長官 to the 財務省 and John Hutton is put in 告発(する),告訴(する)/料金 of a beefed-up 閣僚 office as (ドイツなどの)首相/(大学の)学長 of the Duchy of Lancaster.

But it was a 列/漕ぐ/騒動 over Education 長官 Ruth Kelly's position that was at the centre of the 騒動 yesterday. She was 申し込む/申し出d a demotion to Mr Brown's No 2 at the 財務省 but 辞退するd and enlisted the (ドイツなどの)首相/(大学の)学長's support to 確実にする she stayed in the 職業 she has held for only five months.

Tessa Jowell, who at one point yesterday afternoon thought she was to become Health 長官, stays as Culture 長官 after Mr Blair realised late in the day, によれば some sources, that she is 監督するing London's 企て,努力,提案 for the 2012 Olympics.

Margaret Beckett stays on at 環境, Food and 田舎の 事件/事情/状勢s and Hilary Armstrong 生き残るs as 長,指導者 Whip.

In a 上げる for Mr Brown, his の近くに 同盟(する) Douglas Alexander is given a seat, but not a 投票(する), in 閣僚 as 大臣 for Europe. Hilary Benn stays in place at International 開発.

Mr Blair has built up an unenviable 記録,記録的な/記録する of 改造(する)s that turn into fiascos 示すd by infighting, tantrums, and bad 任命s.

The most 最近の was last September when he was 軍隊d into a 決定/判定勝ち(する) when Andrew Smith 辞職するd before he could be 解雇(する)d as 年金s 長官.
