Forgotten 犠牲者s of organised 罪，犯罪

What a blessed 救済 it must be for the 総理大臣 to turn away from his venomous 反目，不和 with the （ドイツなどの）首相／（大学の）学長 to the more tranquil waters of international 罪，犯罪.

前線ing yesterday's 開始する，打ち上げる of the Serious Organised 罪，犯罪 機関, Mr Blair was desperate to show he remains an all-活動／戦闘 首相 with plenty of 発射s left in his locker (Mr Brown, please 公式文書，認める!)

Of course Mr Blair is 権利 to say that 21st century 罪，犯罪 需要・要求するs 21st century policing - like every other big 商売／仕事, 罪，犯罪 has globalised.

But it's 価値（がある） remembering the idea of a British 同等（の） of America's 連邦検察局 was first 討議するd more than a １０年間 ago by John Major and that the 国家の 犯罪の 知能 Service and the 国家の 罪，犯罪 Squad have been doing a 概略で 同等（の） 職業 for years.

And while it's no surprise that SOCA will 的 麻薬 and people trafficking (New 労働's 記録，記録的な／記録する on both is abysmal), worrying questions about the accountability of the 4,000-strong 機関 will have to be answered.

They may have police 力／強力にするs but are not police and will not therefore be 支配するd to 独立した・無所属 査察. This will 燃料 恐れるs that the 政府 is trying to create a 国家の police 軍隊 under its direct 支配（する）／統制する.

And if Mr Blair was so 決定するd to 割れ目 負かす／撃墜する on international 罪，犯罪, why didn't he - as the Tories 示唆するd - 設立する a 献身的な 国境 police to complement the work of the new 機関?

Of course, no-one can 疑問 the 悲惨 （打撃，刑罰などを）与えるd on millions whose communities are blighted by 麻薬-関係のある 罪，犯罪. If the 試みる／企てる to 取り組む this 天罰（を下す） from the 最高の，を越す 負かす／撃墜する is at all successful, there will be no （民事の）告訴 about that.

But what about the 犠牲者s on the ground - the old lady burgled and beaten by a 割れ目 （麻薬）常用者 for the price of his next 直す／買収する，八百長をする or the shopkeeper 繰り返して robbed to 支払う／賃金 for someone's ヘロイン habit?

For them there is 冷淡な 慰安 indeed.

As this paper 明らかにする／漏らすd yesterday, those 罪，犯罪s - ありふれた assaul t, 窃盗, 万引 and 押し込み強盗 - will 普通は be dealt with by a mere 警告を与える now.

Could there be a more 露骨な／あからさまの 招待 to lawlessness?

The pernicious message is that these 罪，犯罪s - 大部分は the ones that will worry people most - won't be punished with anything so inconvenient as a 法廷，裁判所 外見 or - heaven forfend - a custodial 宣告，判決.

For it's no coincidence that this 犯罪のs' 借り切る／憲章 同時に起こる／一致するs with 報告（する）／憶測s that the 刑務所，拘置所 system is 十分な to bursting.

And it is this 政府's stubborn 拒絶 to build more 刑務所，拘置所s that has led inexorably to 公式に-許可／制裁d lawlessness from an 積みすぎる 犯罪の 司法（官） system.

Go after the Mr Bigs of international 罪，犯罪 by all means. But wouldn't most people prefer more rigorous 施行 of the 法律 to keep their streets and homes 安全な?
