A hundred 囚人s a year commit serious 罪,犯罪s after 存在 解放する/自由なd 早期に.

The 人物/姿/数字 means offences 含むing 強姦, 殺人 and 武装した 強盗 are 存在 carried out at a 率 of more than two a week.

At least 20 of the 100 罪人/有罪を宣告するs will have been 解放する/自由なd にもかかわらず a 保護監察 service 査定/評価 that they are 'high or very high 危険'.

Yet the man in 告発(する),告訴(する)/料金 of 監視するing the system says the 人物/姿/数字s 証明する it is working.

Andrew 橋(渡しをする)s, 長,指導者 視察官 of 保護監察, said he considers 100 a 'tiny number' when there are 200,000 people under 保護監察 監督 at any one time.

His 発言/述べるs - in the wake of a 一連の high-profile 殺人 事例/患者s - 誘発するd 乱暴/暴力を加える and 告訴,告発s of complacency from MPs and 罪,犯罪 犠牲者s. Lynn Costello, of Mothers Against 殺人 and 侵略, said: "For the 犠牲者s, just one serious offence is too many. I am appalled that he can appear to take this so lightly. Verna Bryant, whose 40-year-old daughter Naomi was 殺人d by serial sex 攻撃者 Anthony Rice while he was living at a Hampshire 保護監察 宿泊所 in 2005, said: "Even one death is 簡単に too many. These people should be kept locked up.

"If you look at the 量 of 苦しめる and cost of a 殺人, it would be cheaper in the long run anyway."

Mrs Bryant 追加するd: "They should start building more 刑務所,拘置所s".

Mr 橋(渡しをする)s 結論するd there were 'serious 欠陥/不足s' in the way the 殺し屋 had been managed by 保護監察 staff.

But he 主張するs his 人物/姿/数字s show the 保護監察 system is not failing.

He said: "Of about 200,000 違反者/犯罪者s under 監督 at any one time, about a hundred in a year will commit a その上の serious offences. That is いっそう少なく than half of one per cent."

'So locking up all 15,000 forever would stop only 20 serious offences. It still leaves 80 offences from people who were not 以前 査定する/(税金などを)課すd as 存在 high or very high 危険.' But Mrs Bryant, a mother of three from Winchester, Hampshire, said the system was 明白に 欠陥d.

She said: 'Anthony Rice was 解放(する)d after serving a life 宣告,判決 and managed to escape from his 宿泊所 without anyone knowing what was going on.'

The 報告(する)/憶測 into the 殺人 of her daughter Naomi, also written by Mr 橋(渡しをする)s, is 予定 to be published すぐに.

It is understood to pinpoint 明確な/細部 失敗s and is said by Home Office insiders to make 'sobering and appalling reading'.

Hanson, who is now serving a 36-year 宣告,判決 for Mr Monckton's 殺人, was 裁判官d to have a 91 per cent 危険 of reoffending but was still let out.

It will 設立する a system of 'dangerous person orders', 課すing 外出禁止令s linked to electronic tags.
