Peers 封鎖する '権利 to die' 法案

A 企て,努力,提案 to 許す terminally ill 患者s the 権利 to end their lives has been 封鎖するd by the Lords.

After an 情熱的な seven-hour 審議, peers 投票(する)d by 148 to 100, 大多数 48, to 延期する the 補助装置d Dying for the Terminally Ill 法案's second reading for six months.

Convenor Jane Campbell said not a 選び出す/独身 無能にするd people's organisation had come out in favour of the 法案, which she argued was driven by the 恐れるs of the 非,不,無-無能にするd, rather than the needs of the 無能にするd.

In the Lords 議会, more than 80 peers lined up to have their say on the 提案 - a 抱擁する number for a Friday sitting.

The 法案 would give doctors the 権利 to 定める/命ずる 麻薬s that a terminally ill 患者, in the final 行う/開催する/段階s of their life and 苦しむing terrible 苦痛, could take to end his or her own life.

Lord Joffe said: "As a caring society we cannot sit 支援する and complacently 受託する that terminally ill 患者s 苦しむing unbearably should just continue to 苦しむ for the good of society as a whole.

"We must find a 解答 to the unbearable 苦しむing of 患者s whose needs cannot be met by palliative care. This 法案 供給するs that 解答 in the absence of any other. "

He 主張するd the 法案 would "not 課す anything on anybody and only 供給するs an 付加 end of life 選択 for terminally ill 患者s which they are 解放する/自由な to 受託する or 拒絶する as they and only they decide".

But Dr Williams 警告するd the 法案 would "jeopardise the 安全 of the 攻撃を受けやすい by radically changing the 関係 between 患者 and 内科医".

He said: "Whether or not you believe that God enters into the consideration, it remains true that to 明示する even in the 公正に/かなり 幅の広い 条件 of this 法案, 条件s under which it would be both reasonable and 合法的な to end your life, is to say that 確かな 肉親,親類d of life are not 価値(がある) living.

"We know our 国家の health service is under 厳しい 財政上の 圧力, and while the 基準 of palliative care in the UK is second to 非,不,無, it is 分配するd with 広大な/多数の/重要な unevenness.

"What incentive is there to broaden and 改善する that 基準, if there is a simpler and more cost-効果的な 解答 to these 圧力s?"

In the final moments of the 審議, Lord Joffe 公然と非難するd "scaremongering" by 選挙運動者s outside the House and 警告するd that he would re-introduce the 法案 in the next 議会の 開会/開廷/会期, to 軍隊 a 十分な 審議 through all its 行う/開催する/段階s.
