Britain's 国境s won't be 安全な・保証する until 2014

Britain will not have 安全な・保証する 国境s for at least another eight years, the 政府 認める today.

John Reid said embarkation 支配（する）／統制するs - which check all foreigners in and out of the country - would only be fully re-instated in 2014.

The date is 16 years after they were 廃止するd by the 労働 政府 in 1998. It will also 示す 12 years since then Home 長官 David Blunkett first 約束d to re-instate them in 2004.

Until they are in place, the 政府 has no idea how many people come into the country each year on short-称する，呼ぶ／期間／用語 ビザs or to （人命などを）奪う，主張する 亡命 but do not bother to go home.

The date was made public as Mr Reid 明かすd his 活動／戦闘 計画（する） for '再構築するing 信用／信任 in our 移民／移住 system'.

It （機の）カム まっただ中に 悲惨な 警告s there are not enough 拘留，拘置 places to lock-up failed 亡命 探検者s and 違法な 移民，移住（する）s.

There are only 2,500 spaces - compared to an 概算の 570,000 foreigners を待つing 除去. It has led to 違法なs who should be 拘留するd 存在 許すd to walk 解放する／自由な.

Mr Reid also 譲歩するd 偽の 亡命 探検者s can 推定する／予想する at least a six-month stay in Britain at taxpayers' expense.

Even after the shambolic 亡命 and 移民／移住 system is 精密検査するd, the 的 for 過程ing 亡命 （人命などを）奪う，主張するs will be 26 weeks.

At this point, they will either be booted out or 許すd to stay 無期限に／不明確に.

Mr Reid 推定する／予想するs even this lax 的 to only be 達成するd in nine out of ten 事例／患者s by the end of 2011.

Thousands more 偽の 難民s will stay longer.

For each week they are here, an 亡命 探検者 costs the public purse around £40 per week in 利益s, 加える 住宅 and healthcare.

The Home office has no 人物／姿／数字s on how long failed claimants are 現在／一般に staying in the UK. They number up to 450,000.

大臣s said their 活動／戦闘 計画（する） would 捜し出す to '奮起させる a culture of public service, passion and pride' in the 大混乱／混沌とした 移民／移住 and 国籍 Directorate.

Other ideas 含むd asking the public to shop 商売／仕事s 雇うing 違法な 移民，移住（する）s using the Crimestoppers line, 現在／一般に used to 罠（にかける） rapists and 殺害者s. Companies caught out will 直面する 罰金s and, if they can be 証明するd to have flagrantly 違反d the 法律, directors could be struck-off.

計画（する）s for a 'two-strikes and you're out' 支配する for directors were 除外するd from the 計画（する） after the Daily Mail 明らかにする／漏らすd the Home Office had itself 雇うd 違法なs on seven separate occasions.

Crimestoppers is the idea of Stuart Hyde, an assistant 長，指導者 constable from West Midlands brought in to 長，率いる the IND's 施行 and 除去 team.

Mr Hyde has been brought in above Dave Roberts, the 上級の 公式の／役人 who 認める not having the 'faintest idea' how many 違法なs are 捕まらないで.

Mr Reid said 国境 checks would in 未来 take place on people before they travel to the UK, 含むing through the use of biometric ビザs.

People from the 'highest 危険 countries' will only be 許すd to travel if they have biometric ID 文書s from 2008.

And by 2011, all 非，不，無-EU 国民s will have to have 安全な・保証する IDs before they are 許すd to travel to Britain.

Mr Reid repeated his 約束 to （疑いを）晴らす the backlog of 未解決の 亡命 事例／患者s within five years or いっそう少なく, 説 he would bring in 私的な 会社／堅いs to help if needed. He said there was 現在／一般に a 'vicious circle', where failed claimants remain in the country for so long they can argue it would be a 違反 of their 権利 to a family life その上 them out.

As 明らかにする／漏らすd earlier this year, this is 許すing thousands of failed claimants to go through the system a second time.

Mr Reid 約束d to 二塁打 the 亡命 and 移民／移住 施行 予算 to £280m by 2010.

移民／移住 staff will be given uniforms to make them more 明白な, but not for another two years.

（選挙などの）運動をする groups 注ぐd 軽蔑（する） on Mr Reid's suggestion he could 除去する all failed 亡命 探検者s within five years. The cost, based on an 見積（る） of £11,000 per person, would be up to £5 billion.

Habib Rahman, the 長，指導者 (n)役員／(a)執行力のある of the 共同の 会議 for the 福利事業 of 移民，移住（する）s, said: 'The reality is that even with the 増加する in the 施行 予算 he has 発表するd, this is going to come nowhere 近づく the 量 of money that he would need to spend to 国外追放する the entire 不規律な migrant 全住民 in this country.

'The Home 長官 is telling the British public a fairy story on 施行.'

影をつくる／尾行する Home 長官 David Davis also mocked the 計画（する）s. He said: 'This is nothing new - we have been here before.

'I've listened time after time to talk of 厳重取締s, 協議s, 率先s, 活動／戦闘 計画（する）s on areas from 偽の language schools to sham marriages and still we're 直面するd with the 現在の shambles.

'The 政府 cannot 対処する with its own past. The serious problems 直面するd by the IND aren't going to be solved by yet another re-shuffling of the deck.'

Lib Dem 広報担当者 Nick Clegg said 大臣s' 誓約（する） to （疑いを）晴らす the backlog of 亡命 事例／患者s would be just 'paper shuffling' unless failed claimants were 国外追放するd.

'After a １０年間 without embarkation 支配（する）／統制するs the 政府 has now 発表するd a その上の eight-year 延期する before 支配（する）／統制するs are fully 操作の,' he 追加するd.

The Countess of 損なう, who やめる as a member of the 亡命 and 移民／移住 法廷 after 21 years in disgust at 政府 無資格／無能力, said: 'I have a horrible feeling it is all talk and no do.

'You get a lot of sticking plaster 治療（薬）s when what you need is a major 包帯ing.

'It's all very wel l to say we're going to put 移民／移住 officers into uniforms - what we want is 移民／移住 officers at Heathrow at 4am, because the 移民，移住（する）s know that is the time to bring their people in if they're going to 避ける 移民／移住 支配（する）／統制するs.'

She said the 政府 had 許すd an 亡命 economy to develop in which lawyers were 'bleeding' taxpayers.
