Spain and Gibraltar to 株 British airport

Gibraltar's inhabitants will 利益 under a 取引，協定 agreed yesterday that saw Spain give them easier 接近 to the outside world.

Two years of 会談 達成するd a 打開 after Spain agreed to make 重要な 譲歩s on 問題／発行するs that have dogged the 植民地's 関係 with its powerful 隣人.

Spain, Britain and Gibraltar's 政府 reached a 取引，協定 on the 植民地's airport and on スピード違反 up 国境 支配（する）／統制するs.

A 共同声明 現れるd after the 交渉者s agreed in 2004 to put aside the question of the 激しく揺する's 主権，独立.

But Madrid hopes that the 協定 will be eb first step に向かって 結局 re-開始 the 問題／発行する.

The 問題／発行する of Gibraltar has 影を投げかけるd relations between Spain and the UK and have become a major sticking point in European 交渉s.

大臣s have talked about reviewing Gibraltar's 主権，独立, but 効果的に killed the 問題／発行する by calling a 国民投票 in 2002 that saw 99 per cent of the 植民地's 居住（者）s 投票（する） against breaking the link with Britain.

Spain has tried for １０年間s to get the 植民地 支援する, and have run what inhabitants say 量s to a 封鎖 that makes everyday life difficult.

Under the 取引，協定, there will be an 協定 on 株ing Gibraltar's airport to 許す flights to Madrid, 同様に 減ずるd 延期するs at 国境 支配（する）／統制するs which 地元のs say can be a form of いやがらせ by Spain.

会談 also dealt with Spanish requests for Britain to 支払う／賃金 年金s to 労働者s expelled from the 植民地 when Spain's former 独裁者 General Francisco フランス系カナダ人 の近くにd the 国境 in 1969.

The final 問題／発行する was Gibraltar's call for Spain to recognise its international dialling code, which should 削減（する） phone costs for the 激しく揺する's 28,000 inhabitants.

The 会談 began when Madrid's 社会主義者 政府 dropped Spain's long-standing 拒絶 to talk 直接／まっすぐに to 植民地 代表者／国会議員s. It says Gibraltar should be its 領土.

Spain hopes that by 取引，協定ing with everyday 関心s of the Gibraltarians, it will 結局 be able to start 会談 演説（する）／住所ing 主権，独立 over the 植民地, which was ceded to Britain in the 条約 of Utrecht in 1713.

"This 取引，協定 is very important to Spain, because the 政府 has 賭事d on 改善するing life for Gibraltarians," said a Spanish 外交の source.

While Gibraltar's ethnically mixed 全住民 おもに speak Spanish 同様に as English, and some live in the Spanish 地域 of Andalusia, 関係 turned sour when フランス系カナダ人 の近くにd the 国境.

Gibraltar's 長，指導者 大臣 Peter Caruana will …に出席する a three-way 会合 with Spanish 外務大臣 Miguel Angel Moratinos and Britain's Europe 大臣 Geoff Hoon in Spain on Sept. 18.

It will be the first time Gibraltar's 最高の，を越す 公式の／役人 has 代表するd the 激しく揺する at such a high-level 会合 with Spain.
