Moderniser Hutton questions 利益s for 選び出す／独身 parents

Families rather than the 明言する／公表する should be the bedrock of the 福利事業 system, Work and 年金s 長官 John Hutton was 始める，決める to 宣言する today.

In a 議論の的になる speech, Mr Hutton を強調するd his modernising 信任状 by 強調する／ストレスing the 役割 of individual families in getting people out of poverty and into work.

The 大臣, who last month upset some in the 労働 Party by 強調する／ストレスing that children need two parents to do 井戸／弁護士席 in life, 危険d a その上の列／漕ぐ／騒動 today by 尋問 preferential 治療 given to 孤独な parents.

Mr Hutton was 始める，決める to use his speech to the 労働会議／協議会 to "ask the question" why the 利益s system makes it very difficult for two-parent families to qualify for 明言する／公表する援助（する）. He 個人として believes that 活動／戦闘 has to be taken to 訂正する the big gap between the way 選び出す／独身 parents are 扱う／治療するd and those who are married or in long-称する，呼ぶ／期間／用語関係s.

At 現在の, two-parent families on low incomes have to work an extra 16 hours a week before qualifying for 明言する／公表する help, 反して孤独な parents have to work just three hours a week.

Mr Hutton will say today that it is time the 労働 Party 受託するd the reality of a raft of social 統計（学） about the poverty 誘発する／引き起こすd by singleparent 世帯s.

On almost every social 指示する人（物）, children growing up without two parents are worse off and much of the problem 茎・取り除くs from the fact that their mothers are not working. Mr Hutton will say that the reality is that "it is families who 配達する most 福利事業 in Britain today, not the 福利事業明言する／公表する".

He will 強調する／ストレス that most people want to 供給する for themselves and not rely on handouts.

He is keen on changing the system of 登録 of births so that both parents have to be 指名するd. At 現在の, a mother can 指名する just herself on a birth 証明書.

"Bringing up a child is the 選び出す／独身 most important thing we'll ever do in our lives," he was 始める，決める to say.
