Blair 辞退するs to give up honours system
Last updated at 12:05 12 January 2007
Tony Blair is 辞退するing to give up his 権利 to 指名する people for peerages, it 現れるd today.
At the same time, the 総理大臣 has dropped moves to put a 合法的な cap on 寄付s to 政党s, choosing to 押し進める for only a voluntary system of 支配(する)/統制するs.
The 決定/判定勝ち(する)s have come as a 二塁打-blow to MPs who want 改革(する)s to draw a (疑いを)晴らす line
under the cash for peerages 事件/事情/状勢, in which No 10 was (刑事)被告 of dangling honours in 前線 of 大君s who bankrolled 労働's 2005 general
選挙運動.
Two separate reviews, covering party 財政/金融 and the 未来 composition of the House of
Lords, are both in trouble because of bitter arguments over how 過激な the 改革(する)s
should be.
A 政府 white paper 予定 soon is 推定する/予想するd to
recommend that 30 per cent of members of the Lords should be 指名するd by party leaders,
含むing the 総理大臣 and the Tory leader.
Half the Lords should be elected and the remaining 20 per cent 指名するd by an 独立した・無所属
(売買)手数料,委託(する)/委員会/権限.
The system would 許す leaders such as Mr Blair to continue to use peerages as rewards for loyal
service, 必然的に raising 疑惑s
that seats in the 参議院 are on 申し込む/申し出 in return for favours or party 基金ing.
Four 大君s who 内密に 貸付金d money to 労働 in 2005 were 指名するd for peerages by Mr Blair すぐに afterwards.
He told Scotland Yard 探偵,刑事s who interviewed him before Christmas that they were all put 今後 because of their party service.
Several 上級の 大臣s think the 総理大臣's 力/強力にするs to 指名する peers should be
scrapped, 含むing Peter Hain,
Hilary Benn and David Miliband.
One 大臣 told The 独立した・無所属: "We have 行方不明になるd a golden 適切な時期 to 回復する
信用 in politics."
Mr Blair has met the 長,率いる of the review of
party 基金ing, Sir Hayden Phillips, in 最近の days.
But an 協定 on a 寄付s cap appea rs to be a long way off.
The 保守的なs want a 天井 of £50,000 on all gifts as part of a clean-up.
But 労働 says its 抱擁する 年次の 寄付s from
the 貿易(する) unions must be 免除された from any cap.
A 解答 might be a voluntary system in which each party will 宣言する its own 支配するs, 許すing
労働 to continue taking some £8 million in union affiliation 料金s 加える another £4-£5
million a year in union 寄付s.
