Police 長,指導者 defends 拒絶 to 解放(する) photos of 殺害者s

The 長,指導者 constable of Derbyshire 攻撃する,衝突する 支援する today at 批評 of his 軍隊's 拒絶 to 解放(する) photographs of two 殺害者s to the マスコミ after they fled from an open 刑務所,拘置所.

The Derbyshire 軍隊 (機の)カム under 解雇する/砲火/射撃 last week after it turned 負かす/撃墜する a Freedom of (警察などへの)密告,告訴(状) request for pictures of Jason Croft and Michael Nixon.

The pair, both 28 and from Manchester, have not been seen since they absconded from Sudbury Open 刑務所,拘置所 in the 郡 last autumn.

The 軍隊 said 問題/発行するing their pictures would not serve 地元の policing 目的s.

But it attracted 批評 after it said it also took into account the Human 権利s and Data 保護 行為/法令/行動するs, の中で other factors, when considering the 解放(する) of 犯罪のs' photographs.

In a 声明 問題/発行するd today, Derbyshire 長,指導者 constable David Coleman said that "at no point" did his 軍隊 say it 辞退するd to 問題/発行する pictures of Croft and Nixon because it might (規則などを)破る/侵害する their human 権利s.

He said: "I would welcome the 適切な時期 to 明言する/公表する Derbyshire Constabulary's position に引き続いて マスコミ 報告(する)/憶測s that we 辞退するd to 問題/発行する photographs of two absconded 囚人s 'to 保護する their human 権利s'.

"Can I 繰り返し言う that in our 初めの 声明 and その上の 声明s, at no point did Derbyshire Constabulary 明言する/公表する that the 推論する/理由 for 辞退するing to 問題/発行する pictures of Jason Croft and Michael Nixon was because this may (規則などを)破る/侵害する their human 権利s."

Mr Coleman said this was the result of "不確かの 報告(する)/憶測ing".

He went on: "Derbyshire Constabulary would like to emphatically point out that the human 権利s of the individuals in question had no 耐えるing on the 決定/判定勝ち(する) to 保留する the pictures, as misreported in the 国家の マスコミ.

"This 決定/判定勝ち(する) was, in fact, based on the 推論する/理由 that there was no 地元の policing 目的 to be served by the 解放(する) of these photographs to the マスコミ in Derbyshire, as 調査s 示すd that Croft and Nixon had fled the 郡 and 提起する/ポーズをとるd no 危険 to Derbyshire resi dents.

The East Midlands 軍隊 辞退するd to 解放(する) the photos after a request by the Derby Evening Telegraph.

In its 初めの 声明 問題/発行するd to defend the move, the 軍隊 said: "When making a 決定/判定勝ち(する) to 解放(する) any photograph police 軍隊s must take into account 非常に/多数の factors 含むing the public 利益/興味 実験(する), whether there is a strong 地元の policing 目的 and of course the Human 権利s and Data 保護 行為/法令/行動するs.

"Photographs of 指名するd people that are in police 所有/入手 are classed as data and their 解放(する) is 制限するd by 法律.

"ACPO (協会 of 長,指導者 Police Officers) 指導/手引 明言する/公表するs that 解放(する)ing a '手配中の,お尋ね者' photograph of a 指名するd person should only happen in exceptional circumstances where officers believe that the 指名するd 嫌疑者,容疑者/疑う may be a danger to the public."

The 声明 追加するd: "Nixon and Croft were 辞退するd on the grounds that に引き続いて 調査s we did not believe these men to be in the Derbyshire area and therefore there was no 肯定的な policing 目的 to 解放(する) their photographs 地元で."
