Alcohol 専門家s have welcomed a 政府 move to 警告する 会議s the Licensing 行為／法令／行動する is not a green light to lengthen drinking hours.

The Department for Culture, マスコミ and Sport (DCMS) began 協議するing on its 改訂するd 指導／手引 to the 行為／法令／行動する earlier this month.

The 初めの 指導／手引, 問題／発行するd in July 2004, said: "The 政府 堅固に believes that 直す／買収する，八百長をするd and artificially 早期に の近くにing times 促進する...早い binge drinking の近くに to の近くにing times."

But the 現在の 協議 文書 says any presumption by stakeholders that the 指導／手引 is in favour of longer hours is "unjustified".

It recommends the paragraphs on longer hours be rewritten.

Alcohol 関心 said they were "glad" about the 提案するd change.

Frank Soodeen, 広報担当者 for the charity, said: "It (the 行為／法令／行動する) has not really had an 事実 衝撃 on the things like alcohol-関係のある 罪，犯罪.

"Perhaps the 政府 is 関心d that what they have done is send out a message that it is possible to drink more."

Emilie Rapley of the 学校／設ける of Alcohol 熟考する／考慮するs, the 独立した・無所属 研究 organisation, welcomed the move but criticised the 法律制定.

She said: "It is 権利 to 明らかにする it (the 行為／法令／行動する) but it's やめる ironic given the way that the 行為／法令／行動する went through.

But if alcohol availability 増加するs, she said, "binge drinking doesn't go 負かす／撃墜する".

A 広報担当者 for the British Beer and Pub 協会 said: "Fundamentally this is still the same system.

"We 推定する／予想する...that all 使用／適用s will continue to be taken on a 事例／患者-by-事例／患者 basis."

一方／合間 the DCMS 否定するd there has been any alteration in 政府 政策.

A spokeswoman said: "To （人命などを）奪う，主張する there has been a U-turn or change in 政策 with regards to pub 開始 hours is nonsense.

"The 指導／手引 on the Licensing 行為／法令／行動する has always 明言する／公表するd that the 客観的なs of the new 法律s, 含むing the 予防 of 罪，犯罪 and disorder and public nuisance, are 最高位の considerations at all times in licensing 決定／判定勝ち（する）s.

"There should be no presumption in favour of longer hours above these 重要な 客観的なs of the 法律制定.

"This is not new - Tessa Jowell 始める，決める this out in a letter to 地元の 当局 in September 2005. The 改訂するd 指導／手引 単に 再び述べるs this fact."

The 協議 on the 指導／手引 ends in April.
