European Union 公式の/役人s are showing dread at the Eurosceptical トン of Britain's 首相-in-waiting, Gordon Brown, and 恐れる he may dash 成果/努力s to 生き返らせる the 圏's 立ち往生させるd 憲法.

After a 10年間 of working with the self-宣言するd "熱烈な プロの/賛成の-European" Tony Blair, many in Brussels and west European 資本/首都s worry the likely 中央の-year handover to his 大蔵大臣 may be a 事例/患者 of the tunnel at the end of the light.

What upsets the EU 設立 is Brown's trumpeted belief that European 統合,差別撤廃 has been overtaken by globalisation, his 欠如(する) of warmth for all things European and his perceived 傾向 to 選ぶ 人工的な fights with Brussels.

Speaking to visiting European 新聞記者/雑誌記者s in 2005, Brown 示唆するd the EU was a 広大な/多数の/重要な idea whose time had passed.

"For the first 10年間s, the EU was a successful 貿易(する) 圏, 工夫するing 支配するs to break 負かす/撃墜する 障壁s. For its time, that could work 首尾よく as long as the world was divided into 貿易(する) 圏s," he said.

"But the world has changed fundamentally, with 全世界の 資本/首都 flows, 全世界の companies ... The 初めの model of the EU, which was 統合,差別撤廃 at the European level, has been overtaken by the 全世界の 統合,差別撤廃 of the economy."

Such 見解(をとる)s (犯罪の)一味 alarm bells in Brussels because they 暗示する the EU is a 可能性のある 障害 to 経済的な 進歩 rather than a source of 繁栄 that gives Europeans a say in world governance they would not have さもなければ.

"Is there real 追加するd value for Europe in the 直面する of 加速するing globalisation? Gordon Brown thinks there's only the 地元の and the 全世界の," European (売買)手数料,委託(する)/委員会/権限 副/悪徳行為-大統領 Jacques Barrot of フラン told a 会議/協議会 in Paris this week.

His public 表現 of 関心 about the 見解(をとる)s of a man who has visited Brussels as little as possible in his 10年間 as (ドイツなどの)首相/(大学の)学長 of the exchequer also 反映するd 普及した unease on the continent at 調印するs of 深くするing Euroscepticism in Britain.

"The 転換 from Blair to Brown is going to distance Britain more from a 見通し of Europe. The UK is thinking 全世界の, not European," ジーンズ-Marie Colombani, director of the French daily Le Monde, told the same 会議 of Paris.

The 最新の fright was 誘発する/引き起こすd by a Feb. 1 報告(する)/憶測 in The Times newspaper that Britain would 封鎖する any 改革(する) of the EU's creaking 会・原則s unless it 安全な・保証するd a 誓約(する) that there would be no 復活 of the European 憲法.

The 不明な sourced 報告(する)/憶測 said Brown would tell EU leaders he would not consider even technical changes until he received a かかわり合い that the 憲法の 条約, 拒絶するd in 2005 by French and Dutch 投票者s, was off the 協議事項.

His approach was 反映するd in comments by a 上級の 財務省 公式の/役人 who told reporters this month: "The problem is that Europe has been too inward-looking. It has been spending time obsessing about its 憲法 and 問題/発行するs like that. It needs to move on from that."

EU 大統領,/社長 Germany is trying to resurrect the 重要な 改革(する)s in the 借り切る/憲章, which would give the 大きくするd 27-nation Union a stable 大統領,/社長, a 外務大臣 and a simpler, more 代表者/国会議員 投票(する)ing system.

British 外交官s have sought to soothe some 関心s, 示唆するing the hard line was 戦術の to lower partners' 期待s and 納得させる the public any 結果 will be so modest that it does not have to be put to a 国民投票.

But EU 公式の/役人s say the anti-European トン of both major UK 政党s 示唆するs Blair has failed in his 宣言するd goal of reconciling Britain with Europe.

Partly 予定 to Brown's scepticism, Britain has stayed out of the euro 選び出す/独身 通貨, the 圏's most important 経済的な 事業/計画(する) of the last 10年間, 同様に as shunning the Schengen zone of パスポート-解放する/自由な travel.

"We'll have to get used to the idea that Blair was the most プロの/賛成の-European British 首相 we have had for 30 years and has no like-minded 後継者," one EU 外交官/大使 said.
